White House Writing Pipeline Leak Detection Regulatory Proposal « The Washington Independent

The Obama administration is drafting a second pipeline plan, which is expected to be released in the coming days. While the first administration proposalwas meant to be included in pipeline safety legislation, the second proposal will directly address leak detection regulations at the Pipeline and Hazardous Materials Safety Administration, which is charged with overseeing pipelines.
Testifying before a House Energy and Commerce Committee subcommittee, PHMSA Administrator Cynthia Quarterman said:
As a complement to the legislation which was offered, the administration is working on a regulatory proposal which we hope to have out in the next few days. One question we will ask is whether we need a particular standard which companies will have to meet across the board.
Update: This post has been updated to reflect the fact that the pipeline proposal focuses on leak detection rather than pipeline safety.
