A couple weeks ago, the New America Foundation’s Michael Cohen worriedthat President Obama’s defense acquisition and procurement reforms might overlook the need for the Pentagon to actually hire competent procurement officials. Guess who agrees with the legitimacy of that concern? Defense Secretary Bob Gates:
This budget will support these goals by increasing the size of defense acquisition workforce, converting 11,000 contractors and hiring an additional 9,000 government acquisition professionals by 2015 – beginning with 4,100 in FY10.
Robert Work, a defense wonk at the Center for Strategic and Budgetary Assessments, just told me, “In the late ’90s and 2000s, there was a move from public servants to contractors” in the acquisitions process, but Gates “has started the reversal of that.”
