Recent reports indicate that Biden administration facilitating illegal immigration in-flows with Mexicoand large crowds of immigrants are forming on the Mexican side of the Rio Grande, waiting to cross over to Brownsville.
However, they seem to be held back by unarmed Mexican immigration officials. A curious pattern has emerged, where a group of about 100-150 people rush past the officers to swim over to the US after receiving a signal.
This controlled-flow system has been initiated by the Biden administration's Department of Homeland Security in coordination with Mexico's immigration service.

DHS Coordinating With Mexico's Immigration Service

The Center for Immigration Studies (CIS) asked several of the Mexican immigration officers what was going on and learned that President Joe Biden's Department of Homeland Security (DHS) has been coordinating these mass swims with Mexico's immigration service, INM, at high levels on an encrypted Whatsapp channel.
The officers explained that their senior officers were in touch with U.S. Customs and Border Protection (CBP) officials about how many immigrants were gathered and were prepared to cross the river at any given time.

Controlled-Flow System

The process, which has never been publicized, amounts to a "controlled-flow" system most often used, controversially, by Colombia, Panama, and Costa Rica, to facilitate mass illegal migration to the U.S. border rather than incur the expense and trouble of blocking it in those countries.
The collaboration explains why Mexican immigration officers are stationed at the river at all, and raises many questions.

Formal Acquiescence To Illegal Immigration

Controlled-flow by the Biden administration's DHS with Mexico also constitutes a highly unusual U.S. policy that demonstrates formal acquiescence to illegal immigration and an official willingness to accommodate mass illegal immigration rather than stopping, blocking, or deterring it, as required by law.

Unclear Future

It remains unclear as the Title 42 expedited removal power comes to an end at midnight on 5/11, and is replaced by a new policy, if the controlled-flow scheme will continue working.
Numerous times in Matamoros, CIS witnessed migrants charge the Mexican immigration officers and pour into the river ahead of "schedule." Mexico seemed to signal a willingness to use muscle if necessary to maintain the controlled-flow arrangement.
The collaboration between the Biden administration's DHS and Mexico to facilitate mass illegal immigration raises many questions about U.S. policy towards illegal immigration and its commitment to enforcing the law.

Final Words

The controlled-flow system employed by the Biden administration's Department of Homeland Security with Mexico raises serious questions about the official policy towards illegal immigration.
While the policy may aim to manage the processing of high numbers of crossings, it seems to constitute formal acquiescence to illegal immigration.
The recent arrival of the Mexican National Guard to patrol the line signals a willingness to use muscle to maintain the controlled-flow arrangement.
As the Title 42 expedited removal power comes to an end, it remains to be seen whether this system will continue working. It is crucial to address the issue of illegal immigration in a manner that is lawful and ensures the safety of all parties involved.
