Ad: McCain ‘Stood Up’ to Bush on Global Warming

To coincide with his speech on energy policy in Houston this afternoon, Sen. John McCain launched a new 30-second TV adhighlighting his environmental record. The spot, titled "Global," will air in key battleground states and on cable nationally. In the ad, a woman voice-over notes that McCain "stood up to the president and sounded the alarm on global warming five years ago." She then states that McCain "has a plan to curb greenhouse gas emissions."
Funny she should mention his plan to curb greenhouse gases. Yesterday, McCain left a lot of reporters scratching their heads when he deniedthat his proposed cap-and-trade planwould place a limit on greenhouse gas emissions. Of course, the whole point of the cap-and-trade system is that there is a cap. From his press conference yesterday:
Sure. I believe in the cap-and-trade system, as you know. I would not at this time make those — impose a mandatory cap at this time. But I do believe that we have to establish targets for reductions of greenhouse gas emissions over time, and I think those can be met.

A climate cap-and-trade mechanism would set a limit on greenhouse gas emissions and allow entities to buy and sell rights to emit, similar to the successful acid rain trading program of the early 1990s. The key feature of this mechanism is that it allows the market to decide and encourage the lowest-cost compliance options.
We’ll see if he corrects himself during his speech today. Also of note, this ad marks the debut of what appears to be a new campaign slogan: "Reform. Prosperity. Peace. John McCain." Here’s the full script:
