The $106 billion emergency spending bill — primarily targeting the wars in Iraq and Afghanistan — also included $10.4 billion in foreign aid, nearly $8 billion to fight pandemic disease and $1 billion to jump-start the cash-for clunkers program, which will provide cash vouchers up to $4,500 to drivers who trade gas-guzzling vehicles for more fuel-efficient models.
The vote was an overwhelming 91 to 5. The House passed the bill earlier in the week, and now it goes to the White House, where President Obama has said he will sign it.
