Wow. Now Clinton is speaking about how to restructure the State Department to better share the burden with the Pentagon.
The U.S. Agency for International Development has been “decimated,” she says, “and turned into more of a contractor agency,” even though interlocutors like Bob Gates and foreign leaders need USAID’s help. “If we’re going to move resources back from the Defense Department and toward State Department,” the administration needs to strengthen the State Department’s foreign reconstruction office, known as S/CRS, and is amazed at how efficiently “and with great flexibility” U.S. military commanders’ discretionary funding for reconstruction, known as the Commanders Emergency Reconstruction Fund. “There’s a big disconnect” with the State Department that she wants to close.
