			<content:encoded><![CDATA[<p>Multilateral talks with Iran over its nuclear program are underway in Geneva. There are reports that there has been one breakout meeting between chief U.S. negotiator William Burns, the undersecretary of state for political affairs, and his Iranian counterpart, Saeed Jalili, but nothing yet about its substance. But one substantive shift: Mohamed ElBaradei, the outgoing chief of the International Atomic Energy Agency, says Iran&#8217;s belated disclosure of its hidden nuclear facility at Qom is a violation of Iran&#8217;s international obligations.<span id="more-61813"></span></p>
<p>The <a href="http://www.nytimes.com/2009/10/02/world/middleeast/02nuke.html?hp">New York Times</a>:</p>
<blockquote><p>Officials and experts said, Iran is likely to turn up with a narrow agenda on its nuclear program, but a host of other issues, including overhauling the United Nations; giving greater voice to non-Western countries; and universal nuclear disarmament. It laid these out in a five-page proposal last month, which was met with derision by Obama administration officials.</p>
<p>Iran is also likely to argue that it was not legally obliged to disclose its second enrichment plant, the one whose existence was made public last week. That contention will hinge on its “safeguards agreement” with the atomic agency, which originally said Iran was not required to disclose the plant until 180 days before it put fuel into it.</p>
<p>The agreement was later modified to require Iran’s disclosure as soon as it decided to build the complex. Iranian officials contend that its Parliament never ratified the modification — an argument that the atomic energy agency’s director general, Mohamed ElBaradei, has rejected.</p>
<p>“They have been on the wrong side of the law,” said Dr. ElBaradei, who is normally circumspect and has said that fears over Iran’s nuclear program are exaggerated.</p></blockquote>
<p>The paper might have added that ElBaradei in 2003 was a major thorn in the Bush administration&#8217;s paw for accurately stating there was no evidence to support Bush&#8217;s claims that Saddam Hussein had a nuclear weapons program. I initially <a href="http://washingtonindependent.com/60932/has-iran-actually-violated-any-specific-international-obligations-here">messed up the obligations-violation question</a> myself, so I&#8217;m not going to harp on the subject, but still.</p>

			<content:encoded><![CDATA[<p>It&#8217;s not been the greatest year for resupplying the Afghanistan war. The Kyrgyzstan government has been <a href="http://washingtonindependent.com/32715/on-air-base-kyrgyz-government-is-like-that-katy-perry-song">iffy</a> about allowing the U.S. continued access to the Manas Air Base, a major transit hub, though it&#8217;s looking more like the U.S. military <a href="http://www.nytimes.com/2009/06/24/world/asia/24base.html?em">will keep access to Manas</a>. Then there&#8217;s the NATO supply route through Pakistan, <a href="http://www.nytimes.com/2009/02/04/world/asia/04pstan.html">which goes right through Taliban territory</a>. Today in Moscow, though, comes a bit of welcome news: the Russians are allowing transport of &#8220;non-lethal equipment&#8221; to Afghanistan through their territory.</p>
<p>The agreement was concluded by Russian Foreign Minister Sergei Lavrov and Undersecretary of State for Political Affairs William Burns. From an official release:<span id="more-49712"></span></p>
<blockquote><p>This agreement will enable the United States to further diversify the crucial transportation routes and decrease the amount of time needed  to move troops and critical equipment to resupply international forces in Afghanistan and to bring needed supplies to the government and people of Afghanistan. This will permit 4,500 flights per year. The new transit routes will save the United States government up to $133 million annually in fuel, maintenance and other transportation costs, and this agreement is free of any air navigation charges.  By providing access to these transit routes, the Russian Federation is enabling a substantial increase in the efficiency of our common effort to defeat the forces of violent extremism in Afghanistan and to ensure Afghanistan’s and the broader region’s security.</p></blockquote>

			<content:encoded><![CDATA[<p>According to <a href="http://www.nytimes.com/2009/03/03/washington/03prexy.html?_r=2&amp;partner=rss&amp;emc=rss">a great story from The New York Times&#8217; Peter Baker</a>, last month Obama administration envoys went to Moscow &#8212; apparently as part of <a href="http://washingtonindependent.com/30033/one-last-push-to-save-manas-air-base">this trip</a> &#8212; and secretly approached President Dmitri Medvedev with something approaching a quid pro quo: the United States will stop with a ballistic missile shield in eastern Europe if Russia halt aid to Iran on ballistic missile development. This is an innovative inversion of a Bush administration approach to Iran &#8212; Russia was helping Iran on the missile development; so the United States would deploy the missile defenses, something the Russians consider provocative. Now Obama has flipped it:<span id="more-32169"></span></p>
<blockquote><p>“If through strong diplomacy with Russia and our other partners we can reduce or eliminate that threat, it obviously shapes the way at which we look at missile defense,” Under Secretary of State William J. Burns said about the Iranian threat in an interview with the Russian news agency Interfax while in Moscow last month delivering Mr. Obama’s letter.</p>
<p>Attending a <a title="More articles about the North Atlantic Treaty Organization." href="http://topics.nytimes.com/top/reference/timestopics/organizations/n/north_atlantic_treaty_organization/index.html?inline=nyt-org">NATO</a> meeting in Krakow, Poland, on Feb. 20, Defense Secretary <a title="More articles about Robert M. Gates." href="http://topics.nytimes.com/top/reference/timestopics/people/g/robert_m_gates/index.html?inline=nyt-per">Robert M. Gates</a> said, “I told the Russians a year ago that if there were no Iranian missile program, there would be no need for the missile sites.” Mr. Obama’s inauguration, he added, offered the chance for a fresh start. “My hope is that now, with the new administration, the prospects for that kind of cooperation might have improved,” he said.</p></blockquote>
<p>According to The Times, a Russian response could come as early as Friday, when Secretary of State Hillary Rodham Clinton meets her Russian counterpart, Sergei Lavrov.</p>
