<p>The study averaged the net worth of each member. When members file their financial disclosure statements, they list assets and liabilities as part of minimum and maximum bet worth and CRP averaged those. For example, Sen. Amy Klobuchar reported a minimum net worth of $345,029 and a maximum of $1,104,000 for an average net worth of $724,512.</p>
<p>In Minnesota politics, the Republican members are much wealthier than the DFLers.</p>
<p>The wealthiest member of Minnesota’s delegation was Sen. Al Franken with an average net worth of $8,747,525 followed by Rep. Michele Bachmann at $1,783,508 and Rep. Chip Cravaack in 217th place with an average net worth of $1,391,551.</p>
<p>Those three plus were in the top half of Congress’ 535 members.</p>
<p>After Klobuchar’s $724,512 comes Rep. Erik Paulsen with an average net worth of $487,017, Rep. John Kline had $471,006, Rep. Collin Peterson had $263,005, Rep. Tim Walz with $247,502, and Rep. Betty McCollum with an average net worth of $88,005.</p>
<p>Rep. Keith Ellison had the lowest net worth, with negative $14,497.</p>
<p>The generally accepted cutoff for the top 1 percent of Americans in terms of net worth is about $9 million on 2010, a <a href="http://www.nytimes.com/2011/10/29/us/politics/most-presidential-candidates-are-not-the-99-percent.html">threshold that none of the Minnesota delegation report. </a></p>
<p>Eleven <a href="http://www.usatoday.com/news/washington/story/2011-11-15/congress-wealthy-1/51216626/1">percent of Congress</a> is in the top 1 percent in terms of net worth.</p>

<p>A little-noticed bill by Rep. Tim Walz is gaining national attention this week after CBS’ “60 Minutes” aired an exposé on insider trading by members of Congress. Walz, along with Rep. Louise Slaughter of New York, introduced a bill to make the practice illegal in March.<span id="more-116153"></span></p>
<p>The “<a href="http://www.cbsnews.com/8301-18560_162-57323527/congress-trading-stock-on-inside-information/?tag=contentMain;contentBody" rel="nofollow" target="_blank">60 Minutes” report alleged</a> that some members of Congress were benefiting from insider information, allegations that leaders like House Minority Leader Nancy Pelosi and House Speaker John Boehner have denied. The allegations contend that members of Congress have bought and sold stock in companies that pending legislation would impact, which is legal.</p>
<p>Walz introduced his bill to end that type of insider trading and make it illegal for members of Congress, the same as it is for corporate leaders.</p>
<p>“This is about faith in the markets, it’s about faith in democracy, it’s quite honestly what I think irritates people if they believe someone is gaming the system, it hurts all of us,” Walz told KEYC News.</p>
<p>Although the bill, titled the Stop Trading on Congressional Knowledge (STOCK) Act, has only one Republican among its nine sponsors, Walz’ bill is already getting some measured support from Republicans.</p>
<p>“I am for increased disclosure,” <a href="http://www.politico.com/news/stories/1111/68327.html" rel="nofollow" target="_blank">said Majority Leader Eric Cantor</a>. “If there’s any sense of impropriety or any appearance of that, we should take extra steps to make sure that the public’s cynicism is addressed.”</p>
<p>And it’s become a campaign issue in Minnesota.</p>
<p>Brian Barnes, a DFL candidate challenging Republican Rep. Erik Paulsen in Minnesota’s Third Congressional District, called on Paulsen to work to end insider trading in Congress.</p>
<p>“This reprehensible practice—which would land business people in jail—should be banned immediately,” Barnes said. “Therefore, I am asking Rep. Erik Paulsen to join with me in condemning the members of both parties who have engaged this insider trading they themselves made legal. I am also calling on the congressman to sponsor legislation to make this disgusting conduct what it should be—criminal.”</p>

<p>Reps. Keith Ellison, Betty McCollum and Tim Walz joined 130 other members of Congress in filing a brief in a court case challenging part of the federal Defense of Marriage Act.<span id="more-115486"></span></p>
<p>The members are challenging Section 3 of DOMA that denies benefits to some legally married couples in Massachusetts that others are afforded and the members say it compromises states’ rights.</p>
<p>The lawsuit began in 2009, when the Gay and Lesbian Advocates and Defenders (GLAD) filed suit on behalf of eight legally married same-sex couples and three surviving spouses after they were denied federal legal protections.</p>
<p>133 House members added their support for the couples’ lawsuit.</p>
<p>“Some [House members] voted against the Defense of Marriage Act (“DOMA”) while others voted for it; still others were not in Congress when DOMA was enacted. But all believe, today, that Section 3 of DOMA, which defines marriage for all federal purposes as ‘only a legal union between one man and one woman,’ lacks a rational relationship to any legitimate federal purpose and accordingly is unconstitutional,” <a href="http://nadler.house.gov/images/stories/documents/Amicus%20Brief%20on%20DOMA.pdf">the brief said</a>.</p>
<p>Fourteen of the 133 House members signing the brief voted for the original law that they now view as unconstitutional. The only member of Minnesota’s congressional delegation to have voted for DOMA in 1996 is Democratic Rep. Collin Peterson, who has said he continues to support the law and <a href="https://www.washingtonblade.com/2011/07/07/house-votes-to-reaffirm-doma-in-defense-spending-bill/">voted to “reaffirm” it earlier this year</a>.</p>
<p>Walz, Ellison, and McCollum have all been elected to Congress well after that vote. <a href="http://minnesotaindependent.com/87687/walz-joins-repeal-of-defense-of-marriage-act">All three have also sponsored legislation to repeal DOMA. </a></p>
<p>The brief said, in part, that it was a response to House Speaker John Boehner’s decision to expend federal time and money on the Defense of Marriage Act.</p>
<p>“[The members] also wish to make clear that the Bipartisan Legal Advisory Group (“BLAG”), which has intervened in this case to defend Section 3’s constitutionality, does not speak for a unanimous House on this issue.”</p>
<p>The brief concluded that DOMA was a federal overreach into the individual states’ rights to determine marriage.</p>
<p>“Prior to DOMA, Congress achieved its legitimate federal interests in promoting the welfare of American families by working cooperatively with the states and respecting state marriage determinations. Congress’s radical departure from that federalist practice was a mistake; because Section 3 violates the Fifth Amendment’s equal protection guarantee, it is also unconstitutional. The decision below should be affirmed.”</p>
<p>The case is being heard in the First Circuit’s U.S. Court of Appeals.</p>

			<content:encoded><![CDATA[<p>Former legislator Allen Quist announced on his campaign website Wednesday that he is considering running against Rep. Tim Walz in Minnesota’s First Congressional District.</p>
<p>Quist lost the Republican endorsement to former legislator Randy Demmer in 2010. Quist, who is a longtime religious right activist, has run for office several times, including a primary challenge to Gov. Arne Carlson who Quist thought was too liberal.</p>
<p>“I wish to thank all the patriotic Republicans who have been encouraging me to become a candidate for First District Congress,” Quist wrote on his website. “Be assured that I hear what you are saying, and I am now leaning in the direction of aggressively going for it. I will make a final decision soon.”</p>
<p>Quist ran in 2010 for the Republican endorsement and <a href="http://minnesotaindependent.com/52930/quist-defeating-liberals-a-bigger-battle-than-defeating-terrorism">made national headlines for his statements </a>at the Wabasha County Republicans Christmas Party when he said that defeating liberals was more important than defeating terrorism. He lost the endorsement to Randy Demmer, who lost in the general election to Walz.</p>
<p><a href="http://minnesotaindependent.com/49618/is-candidate-quist-still-the-religious-right-candidate">He’s spent a long time in politics</a> and during his stint in the Minnesota Legislature in the 1980s, he made a name for himself by opposing LGBT rights and ranting against abortion, two topics on which he has authored books.</p>
<p>In the 1988 legislative session, Quist was notorious for his emphasis on social issues. “He alleged that Mankato State University was encouraging the spread of AIDS by sponsoring a counseling center for gays, comparing it to a center for the Ku Klux Klan,” wrote the Star Tribune’s Dane Smith in 1994.</p>
<p>Sen. Mike Parry is the only Republican challenger to have formally announced for Minnesota’s 1st Congressional District. <a href="http://postbulletin.typepad.com/political_party/2011/11/parry-officially-kicks-off-congressional-campaign.html">He officially kicked off his campaign on Thursday morning</a> with a series of stops in southern Minnesota.</p>
<p>“I’m running for Congress because Congressman Tim Walz and the Washington crowd have sold us out,” Parry said in a statement. “They have mortgaged the futures of our children and grandchildren with their wasteful spending. I look forward to speaking with families across southern Minnesota about how we can bring fiscal responsibility to Washington.”</p>

			<content:encoded><![CDATA[<p>Rep. Steve Drazkowski, R-Mazeppa, who was strongly rumored to be throwing his hat into the ring for the 1st Congressional District in southern Minnesota, announced his support for Sen. Mike Parry on Monday.</p>
<p>Parry is so far the only challenger to Rep. Tim Walz, a DFLer who first won election in 2008 and was re-elected in 2010.</p>
<p>“After five years in Washington, Congressman Tim Walz has represented the values of Washington liberals like Nancy Pelosi and not the values of southern Minnesota,” <a href="http://minnesota.publicradio.org/collections/special/columns/polinaut/archive/2011/10/drazkowski_endo.shtml">Drazkowski said in a statement</a>. “I’m convinced that Mike will build the grassroots campaign to defeat Congressman Walz.  As a small business owner, he is best equipped to go to Washington and rein in wasteful government spending and jump-start our economy.”</p>
<p>Both <a href="http://minnesotaindependent.com/tag/steve-drazkowski">Drazkowski</a> and <a href="http://minnesotaindependent.com/tag/mike-parry">Parry</a> are among the most conservative members of the Minnesota Legislature. Minnesota’s First Congressional District is one of the state’s most moderate. Since 1980, the district has been held for an equal number of years by both the DFL and the GOP.</p>

			<content:encoded><![CDATA[<p>On Tuesday, Rep. Tim Walz joined all but one of his Minnesota DFL colleagues in support of a repeal of the federal Defense of Marriage Act, which prevents the federal government from recognizing legally married same-sex couples.<span id="more-111627"></span></p>
<p>The Defense of Marriage Act passed into law in 1996. Walz is the latest lawmaker to sponsor the repeal effort in the House, bringing the number up to 122 representatives. U.S. Rep. Jerrold Nadler of New York said the bill has been offered every year, but that this year it has gathered the greatest number of sponsors in its history.</p>
<p>Reps. Keith Ellison and Betty McCollum are original sponsors of the Respect for Marriage Act which was introduced in March. Sen. Al Franken is an original sponsor in the Senate, and Sen. Amy Klobuchar joined him this summer. Rep. Collin Peterson is the only DFLer in Minnesota’s delegation that hasn’t signed the repeal.</p>
<p>“Getting married to my wife Gwen and building our life together was the best thing that ever happened to me,” Walz said in a statement. “I simply cannot imagine why we would want to ban our fellow Americans from that commitment.  Martin Luther King Jr. once said ‘The arc of the moral universe is long, but it bends towards justice.’  I believe that arc is getting shorter and I look forward to a day in my lifetime when Americans are not discriminated on based on who they love.”</p>
<p>The repeal of the Defense of Marriage Act would ensure that same-sex couples who have been legally married in the United States would have access to federal benefits such as social security, file jointly on tax forms and enjoy less onerous immigration requirements for binational couples.</p>
<p>Same-sex couples can legally mary in Iowa, New York, Massachusetts, District of Columbia, Vermont, New Hampshire, and Connecticut, and the sovereign nations of the Coquille and Suquamish. In addition, couples married in California prior to the passing of Proposition 8 in 2008 hold valid marriage licenses in that state.</p>
<p>“As the march toward full equality for LGBT Americans is seeing some real, concrete progress, the movement to repeal DOMA is steadily growing stronger and more robust,” Nadler said of the 122 sponsors.  “The coalition working for LGBT rights in the Congress and the nation as a whole is larger than ever before, and we gain new allies every day.  And, just this year, New York State enacted marriage equality, hammering one more nail into the coffin of bigotry and discrimination against gays and lesbians.  Dumping DOMA is simply not a question of if, but when.”</p>

			<content:encoded><![CDATA[<p>In the last four months, more than 30,000 Somali children under the age of 5 have died during the worst drought in the area in 60 years, according to U.S. government statistics.<span></span></p>
<p><span id="more-111080"></span></p>
<p>National political leaders, including House Minority Leader Nancy Pelosi (D-Calif.), hosted a community forum Wednesday in Minneapolis—which has a large Somali community—to chart the relief efforts spearheaded by the U.S. government and whip up support for humanitarian aid spending.</p>
<p>&#8220;Famine isn’t defined as drought or defined as food access, it’s a definition of children dying,&#8221; USAID Administrator Raj Shah told the crowd, made up mostly of people from the University of Minnesota and Somali-American communities. &#8220;That number is likely go up significantly if we’re unable to dramatically expand our access to care for vulnerable populations in Somalia.&#8221;</p>

<p>Shah announced another $23 million in grants and aid to provide some famine relief in Somalia and the surrounding region. The U.S. has already spent more than $580 million this year to combat the famine in East Africa, which Rah said accounts for half the funds being donated internationally to the effort.</p>
<p>The drought has also impacted Kenya and Ethiopia. In the entire region, up to 12 million people could be at risk, Shah said.</p>
<p>Much of the effort spearheaded by <a href="http://www.usaid.gov/hornofafrica/">USAID</a> focuses not just on food convoys, which have been hijacked in Somalia in the past, but on longer-term projects to develop drought-resistant crops and sustainable agriculture, Shah said. Relief efforts have also focused on medical care that can prevent children deaths, like cholera treatment centers.</p>
<p>But despite the urgency of the situation, lawmakers on the panel admitted they could run into roadblocks in attempting to fund more relief in a Congress fixated on budgetary issues. U.S. Rep. Tim Walz (D-Minn.) said the most common constituent call to his office demanded an end to foreign aid.</p>

<p>Pelosi said security and humanitarian issues were related.</p>
<p>&#8220;Some in Congress believe that if people are starving in areas controlled by al-Shabab, that they should not be provided with food assistance,&#8221; Pelosi said, referring to the Islamic militant movement that still controls vast stretches of the country. &#8221;Alleviation of poverty, eradication of disease, providing opportunity lessen the fury of despair, which is a recruiting ground for trouble, for violence.&#8221;</p>
<p>U.S. Rep. Keith Ellison (D-Minn.) said the United States&#8217; history in the region, including the 1993 killings of 18 American soldiers in Mogadishu, gave some Americans pause about interacting with the region. But the international neglect of Somalia has led to a number of problems, from piracy to the famine to the al-Shabab movement, he said.</p>
<p>&#8220;The crisis in the horn [of Africa] and Somalia is all of our business,&#8221; Ellison said, calling for constituent pressure for humanitarian aid. &#8220;This world of ours can take care of its people but we have to have the political will to make it that way.&#8221;</p>
<p>But a lack of financial aid represents just one difficulty in staving off famine in East Africa. Complications in the region have led groups to approach the issue differently than past relief projects, with groups like the American Refugee Committee (ARC) working with the Somali-American community to help get aid to people who need it.</p>
<p>&#8220;I want to tell you with absolute certainty that the money you give, the support you put in, is and can be translated into lifesaving programs and it’s happening right now as we sit here,&#8221; said Daniel Wordsworth of ARC.</p>

<p>The Somali-American community has been very active in organizing and supporting relief efforts, Wordsworth said.</p>
<p>&#8220;We want the Somali-American community, the American-Somali community to know how much we value your contributions to our country, your country, all of our country,&#8221; Pelosi told the audience. &#8220;I hope you know how deeply concerned we are on this issue that challenges the conscience of all humanity, and we must get the job done.&#8221;</p>
<p>Zainab Hassan said the forum was the sort of discussion the community needs to have to help spread peace and stability throughout the region.</p>
<p>&#8220;As world citizens we have to be involved in these issues and look at it in a positive and comprehensive way in terms of how do our policies impact other people in the region,&#8221; Hassan said. &#8220;How can we hold accountable our politicians to do the right thing and to adopt policies that would benefit not only Minnesotans but also internationally?&#8221;</p>
<p>Hassan said it didn&#8217;t seem that most Minnesotans were aware of what was going on in Somalia, but that programs like ARC&#8217;s <a href="https://secure2.convio.net/refc/site/Donation2?idb=1613723680&#038;df_id=2300&#038;2300.donation=form1&#038;JServSessionIdr004=ll6d0yovx2.app202a">Neighbors Initiative</a> were changing that.</p>
<p>&#8220;A lot of effort is going on in Minnesota to bring together Minnesotan communities regardless of race, culture, countries of origin,&#8221; she said.</p>
<p>Ayan Abdinur said most people of Somali origin knew about the famine, but that other issues have sometimes distracted the broader community from learning about famine relief efforts.</p>
<p>&#8220;When you hear Somalia, it&#8217;s about the pirates, it&#8217;s still al-Shabab, there&#8217;s so much negative media that we really forget the issue that&#8217;s happening right now,&#8221; Abdinur said. &#8220;Yes, there is a security issue, but there is a bigger issue than al-Shabab and the pirates and anything that&#8217;s going on, but I wish that people would step away from that and open their heart to the people who are dying.&#8221;</p>
<p>Abdinur said she was proud to see how many people showed up for the forum.</p>
<p>&#8220;It was a really great way to show that Somali-Americans, other Americans, that everybody cares about the issues going on in Somalia and that we come together as a community and try to make an effort to help the people in Somalia,&#8221; Abdinur said. &#8221;I was really happy, touched, by how the community could come together for one issue outside our country.&#8221;</p>

			<content:encoded><![CDATA[<p>President Obama will return to Minnesota at the end of August to address the national meeting of the American Legion. <a href="http://minnesotaindependent.com/86293/obama-cannon-falls-minnesotahttp://minnesotaindependent.com/86293/obama-cannon-falls-minnesota">Obama was in Minnesota</a> on Monday as a part of his jobs tour. Also speaking at the American Legion meeting will be Michele Bachmann, considered in the top tier of Republican presidential candidates vying to defeat Obama. <span></span></p>

<p>The American Legion, a 93-year old organization of wartime veterans, is hosting <a href=" http://legion.org/convention/157240/president-obama-address-legionnaires">its National Convention in Minneapolis</a> at the end of August. The first American Legion was held in Minneapolis as well in 1919.</p>
<p>President Obama announced in late July that he would be speaking at the convention of more than 10,000 veterans. And, as <a href="http://minnesota.publicradio.org/collections/special/columns/polinaut/archive/2011/08/obama_and_bachm.shtml?refid=0">Minnesota Public Radio reported</a>, Bachmann will also be attending. The two won&#8217;t share the stage, however. Obama will address the convention on Tuesday while Obama arrives on Thursday.</p>
<p>Minnesota&#8217;s DFLers slated to speak at the convention include Sens. Al Franken and Amy Klobuchar, Gov. Mark Dayton, Reps. Tim Walz and Keith Ellison.</p>
<p>House Democratic Leader Nancy Pelosi will also be on hand, as will Miss America Teresa Scanlan. Last week, <a href="http://www.foxnews.com/entertainment/2011/08/11/miss-america-teresa-scanlan-blasts-newsweek-over-sexist-michelle-bachmann-cover/">Scanlan criticized a Newsweek cover of Michele Bachmann as sexist. </a></p>

Loopholes for yacht owners also exist in state law and, in general, Republicans have resisted efforts to close those loopholes. In California, <a href="http://articles.latimes.com/2008/feb/20/local/me-cuts20" target="_blank">Republicans rejected</a> a similar effort in 2008. 			<content:encoded><![CDATA[<p>Rep. Tim Walz offered an amendment on Friday that would prevent members of Congress from getting paid in the event of a government shutdown. The measure, which was to be attached to the Government Shutdown Prevention Act, failed along party lines. Democrats had hoped to use the move as a gotcha: a similar provision is already included in the shutdown prevention act, but Democrats wanted an up or down vote on it. <span></span></p>
<p>“Where I come from, nobody gets paid for a job they didn’t do,” Walz said in a statement following the vote. “The American people send us here to work together and solve the country’s problems and if we can’t do that, I don’t think we should be taking home a paycheck.”</p>
<p>Walz took to the House floor on Friday to rally support for his amendment. &#8220;We should have an up or down vote on this. There is no need to delay and no need to include it in a larger, more complicated package,&#8221; he said. &#8220;This is simple. Members of Congress and the President shouldn’t get special treatment.&#8221;</p>
<p>He added, &#8220;The language already in this bill isn’t good enough. It doesn’t allow for immediate passage of this simple provision and it doesn’t prevent Members of Congress from retroactively paying themselves.&#8221;</p>
<p>The bill split the Minnesota delegation along party lines. Rep. Michele Bachmann, who has been criticizing Democrats on shutdown rhetoric, voted against the amendment.</p>
<p>Shortly after voting against the provision, Bachmann went to reporters Friday to say that members should <a href="http://www.talkradionews.com/quicknews/2011/4/1/bachmann-claims-senate-dems-want-shutdown.html">not get paid if there&#8217;s a shutdown</a>.</p>
<p>“This is a matter of priorities,” she said. “If the United States Congress is deciding to play games, they need to lose their paychecks.”</p>
