If you’re looking for some insight into who exactly Bradley Schlozman, the Department of Justice official found to be behind the politicization at the agency’s Civil Rights Division, is and how he thinks, you need look no further than his e-mail.

The report released today from the DOJ has some choice quotes from Schlozman, that not only expose his breaking of federal law, but also his rather theatrical writing style, self-importance and bizarre rants against “commies,” “Pinkos” and “libs.”

In a footnote on page 21 of the report, Schlozman writes a friend contrasting his job as U.S. Attorney with his position in the Civil Rights Division. “I too get to work with mold spores,” he writes. “But here in Civil Rights, we call them Voting Section Attorneys.” He later continues, further describing his new position:

It has been months since I felt the need to scream with a blood-curdling cry at some commie, partisan subordinate (i.e., most of the [Voting] section staff until recently). And I feel like the people I now work with are all complete professionals. What a weird change. Granted, these changes are nice in many respects, but bitchslapping a bunch of [Division] attorneys really did get the blood pumping and was even enjoyable once in a while. I think now it’s all Good Cop for folks there. I much preferred the role of Bad Cop. . . . But perhaps the Division will name an award for me or something. How about the Brad Schlozman Award for Most Effectively Breaking the Will of Liberal Partisan Bureaucrats. I would be happy to come back for the awards ceremony.

In an email to Monica Goodling, the former White House liaison who admitted to “crossing the line” in taking political affiliation into account when hiring career attorneys, Schlozman advises her on a possible hire describing the applicant as a “good American” who was once a member a “four-member Vast Right-Wing Conspiracy at [Schlozman's] former law firm.”

And Schlozman didn’t just have creative names for liberals, he also referred to conservative applicants as “RTAs” or “Right Thinking Americans” one witness told the investigation.

Timing is everything.

According to the first page of the Justice Department report released earlier today, the report — which finds that Bradley Schlozman, former U.S. attorney and head of the Civil Rights Division, broke federal law — was completed and referred to the District of Columbia’s U.S. Attorney’s Office for prosecution months in March when the investigation was completed. The OIG’s report was completed by July.

It wasn’t until Friday — Jan. 9 — that the U.S. attorney’s office informed the Office of the Inspector General that they were not planning on prosecuting Schlozman for “considered political and ideological affiliations in hiring career attorneys and in other personnel actions affecting career attorneys in the Civil Rights Division.”

The reports debut seems to carry special, or at least highly coincidental timing: it comes just two days before the Senate Judiciary’s confirmation hearings on Eric Holder, tapped by President-elect Barack Obama for Attorney General.

The report, which exposes Schlozman’s conservative cronyism, lies to Congress and general destruction of the Civil Rights Division, highlights the gong show the Department of Justice became in the last eight years. It sets the tone for the hearings, showing how desperately the DOJ needs a competent, non-political and experienced leader. Will Holder prove that he is? Holder will be asked a litany of questions on Thursday, but that’s the one to always keep in mind.

*This post initially stated that the report was referred to the District of Columbia’s U.S. Attorney’s Office for prosecution n July. Rather, the report was finished in July, but the referral took place in March 2008.

The report released this morning by the Justice Department is a pretty damning account of the tenure of Bradley Schlozman, the infamous U.S. attorney and head of (politicizing) the Civil Rights Division. at the department. The report details email conversations between Schlozman and “voter rights” guru Hans von Spakovsky, who was special counsel to the assistant attorney general.

The email exchanges solidify what reports on the U.S. attorney firing scandal suggested: that the politicization at the agency was part of a coordinated effort to disenfranchise voters, at the expense of Democratic candidates.

In one exchange, Schlozman wants to get rid of a “liberal” voting rights attorney, by, presumably, banishing him on a tedious assignment:

In an e-mail dated November 28, 2003, to front office Counsel von Spakovsky and Principal [Deputy Assistant Attorney General] Bradshaw, Schlozman wrote about a particular Voting Section attorney, “If I recall correctly, [Voting Section attorney] is a crazy lib hans, am I right?” and “a detail would be a great way to get him out of our hair for 6 months.”

Later, Schlozman goes further, ensuring that politics are taken into account when selecting who will represent the government in a voting rights case before the Fourth Circuit Court of Appeals:

In an e-mail from Schlozman to Flynn dated December 4, 2003, Schlozman wrote, “Please let me know when you decide who is going to argue this 4th Circuit voting appeal. If [specific Appellate attorney] is going to do it, that’s fine. If it’s the other atty on the case, I will have either Hans [von Spakovsky] (or possibly myself) do it instead. The potential stakes are too great to entrust this to either a lib or an idiot.”

This report is probably the meatiest we’ve seen yet from the Justice Department inspector general’s office. It offers a startling glimpse of what was happening at our most important federal agency over the last eight years. With Eric Holder, President-elect Barack Obama’s pick for attorney general, heading to the Hill Thursday for a confirmation hearing, it’s a good time to start watching what direction the department will take. We’ll have more on the report shortly.

An internal Department of Justice report on the politicization of the Civil Rights Division — one of the last of six investigations looking into the politicization of the agency — has found that Bradley Schlozman, a central character in the U.S. attorney firing scandal, broke federal law in considering “political and ideological affiliations in hiring career attorneys” and made “false statements” to Congress.

From the report:

The evidence in our investigation showed that Schlozman, first as a Deputy Assistant Attorney General and subsequently as Principal Deputy Assistant Attorney General and Acting Assistant Attorney General, considered political and ideological affiliations in hiring career attorneys and in other personnel actions affecting career attorneys in the Civil Rights Division. In doing so, he violated federal law – the Civil Service Reform Act – and Department policy that prohibit discrimination in federal employment based on political and ideological affiliations, and committed misconduct. The evidence also showed that Division managers failed to exercise sufficient oversight to ensure that Schlozman did not engage in inappropriate hiring and personnel practices. Moreover, Schlozman made false statements about whether he considered political and ideological affiliations when he gave sworn testimony to the Senate Judiciary Committee and in his written responses to supplemental questions from the Committee.

Schlozman is no longer employed by the Department and, therefore, is not subject to disciplinary action by the Department. We recommend, however, that, if criminal prosecution is declined these findings be considered if Schlozman seeks federal employment in the future. We believe that his violations of the merit system principles set forth in the Civil Service Reform Act, federal regulations, and Department policy, and his subsequent false statements to Congress render him unsuitable for federal service.

Schlozman worked as the head of the DOJ’s Civil Rights Division, later replacing fired U.S. attorney Todd Graves in Kansas City, before finishing his work in the federal system at the agency’s headquarters. Schlozman’s claim to fame was his frequent invocation of replacing Clinton appointees with “good Americans.”

It appears that that Schlozman’s machinations to fill Justice with Bushies went far beyond classifications of “good Americans.” We’ll have more Schlozman-isms as the day progresses and we work through the report (PDF).
