Rice’s inadvertent expression in this picture says it all. Needless to say, there is no State Dept. post for “African-American Affairs” — it’s just that Rice is African-American. Rice served as the former assistant secretary for African affairs.  I’m just going to go out on a limb and guess that a white person designed this graphic.
