<p>Clinton says that &#8220;the work of the State Department, both in diplomacy and development, is not well-understood &#8230; we have a bigger job of explaining to the American people why our national security depends on defense, diplomacy and development.&#8221; She adds that &#8220;there are a lot of ways that non-government actors, like corporations, like charities &#8230; are building relationships with foreign people and foreign governments all the time.&#8221; Praises &#8220;a number of private-sector actors&#8221; in Rwanda. She wants more of that &#8212; &#8220;really, it&#8217;s all hands on deck.&#8221;</p>
