Google is planning to fork over about $200 million in an initial investment to help build a massive set of power lines along the East Coast that would help move power generated from offshore wind to people’s homes.

The Internet giant is partnering with investment firm Good Energies to get the project off the ground. Good Energy is also expected to make a $200 million initial investment in the project, which is estimated to cost $5 billion, The New York Times reports.

Building a so-called “transmission backbone,” which would move electricity generated at offshore wind plants to those that need it, is considered essential to proving the viability of offshore wind, a technology that has yet to be built in the United States. The Interior Department signed a lease last week for Cape Wind, a proposed wind project off the coast of Massachusetts that many hope will be the first offshore wind project to be built in federal waters (as I’ve noted before, Texas, which operates outside of federal rules, is hoping to beat Cape Wind).

While many have praised the project, others warn that progress could get tangled up in regulatory delays. The Times reports:

Industry experts called the plan promising, but warned that as a first-of-a-kind effort, it was bound to face bureaucratic delays and could run into unforeseen challenges, from technology problems to cost overruns. While several undersea electrical cables exist off the Atlantic Coast already, none has ever picked up power from generators along the way.

House Minority Leader John Boehner (R-Ohio) dismissed the president’s plan as not going far enough in opening up U.S. waters for exploration.

Obama’s decision “continues to defy the will of the American people,” Boehner said in a statement, pointing to the president’s decision to open Atlantic and Gulf of Mexico waters, while leaving Pacific and many Alaskan waters largely closed to exploration.

This guy ain’t easy to please.

This is bound to draw some fire from the left:

The Obama administration is proposing to open vast expanses of water along the Atlantic coastline, the eastern Gulf of Mexico and the north coast of Alaska to oil and natural gas drilling for the first time, officials said Tuesday.

The proposal — a compromise that will please oil companies and domestic drilling advocates but anger some residents of affected states and many environmental organizations — would end a longstanding moratorium on oil exploration along the East Coast from the northern tip of Delaware to the central coast of Florida, covering 167 million acres of ocean. [...]

The proposal is to be announced by President Obama and Interior Secretary Ken Salazar at Andrews Air Force Base in Maryland on Wednesday, but administration officials agreed to preview the details on the condition that they not be identified.

The proposal is intended to reduce dependence on oil imports, generate revenue from the sale of offshore leases and help win political support for comprehensive energy and climate legislation.

If Obama’s goal here is to win support for a climate bill, wouldn’t he have waited to use this leverage until negotiations in the Senate had actually begun in earnest? Or has he already struck a deal with oil-state moderates like Sens. Mary Landrieu (D-La.) and Lisa Murkowski (R-Alaska)?

In any case, reactions tomorrow will undoubtedly be fierce.

In her interview with Katie Couric, Alaska Gov. Sarah Palin again points to her state’s proximity to Russia as evidence of her national security cred. She offers, “As Putin rears his head and comes into the airspace of the United States of America, where do they go? It’s Alaska. It’s just right over the border.”

But a glance at a globe shows how misdirected this claim is. No flight from Moscow to Washington would go anywhere near Alaska — they fly over the Atlantic. Take a look at Delta’s flight routes to Moscow. Even flights from San Francisco go over the Atlantic:

To confirm, I plugged some numbers into MapCrow. Sure enough, the transatlantic route from Washington to Moscow is just 4,857 miles. A flight from Washington to Provideniya, Siberia (the closest Russian city to Alaska) is 4,007 miles — and then it’s an additional 3,973 miles to Moscow.

So the Palin route is nearly twice as long as the logical route.

And Palin’s claim that you can see Russia from Alaska is dubious. On a clear day, you can see one sparsely populated Russian island from one sparsely populated Alaskan island.

But it’s OK if her geography’s a little weak — Laura Bush says the GOP’s vice-presidential nominee is a quick study.
