Here is a lovely article in Scientific American about the radioactivity of coal ash:

This study concludes that heavy metals in coal ash, both fly and bottom, are more prone to contaminating the surround environment in a wet storage method using no lining:

I would say its pretty hazardous stuff. Hazardous enough to merit some sort of oversight of its disposal.
