House Democrats Put Forward Tier V Legislation, Extending Unemployment Benefits for 99ers

Today, returned from the six-week August recess to vote on the state aid bill, House Democrats put forward legislation to create a fifth tier of unemployment benefits. Last week, Senate Democrats put forward similar legislation. Reps. Shelley Berkley (D-Nev.) and Jim McDermott (D-Wash.) cosponsored the legislation creating a fifth tier of benefits, extending the maximum number of weeks of federal and state benefits to 119 in states with unemployment rates over 10 percent. Currently, sixteen states and the District of Columbia would qualify.
McDermott released a statement on the legislation:
Right now, there are more long-term jobless Americans than we’ve ever had on record, and we can’t just let them all fall off a cliff. I don’t believe how we can cut and run from helping unemployed workers when there are five of them competing for every available job. You only have to hear from a few unemployed workers to know how hard they are looking for work and to feel their sheer sense of desperation. Are we really prepared to just stand by and watch them sink into abject poverty?
The Bush administration and Congressional Republicans presided over the implosion of the housing market and world economic collapse, and handed us the worst economy in 70 years. Ending assistance to the long-term unemployed will reduce consumer demand right at the point when the economy is struggling to get back on its feet. It will surely increase the number of homes going into foreclosure. And it will drive some individuals permanently out of the labor force. All of these outcomes will increase our nation’s budget deficit. But even worse, they will bring about a crippling deficit of hope for the future.
Any Tier V bill will face steep odds — particularly in the Senate. Some Senate Democrats, such as Max Baucus (Mont.), have indicated they do not support adding new weeks of unemployment benefits. “You can’t go on forever,” he told Bloomberg News in April. “I think 99 weeks is sufficient.” And Republicans have indicated they will block any bill increasing the deficit. McDermott’s office did not immediately release any information on the cost of his proposal. But presumably it will run into the billions, meaning House Democrats will need to look for offsets for the bill to have any chance in the Senate. Previously, aides have told me that while numerous Democrats support the fifth tier, they have hesitated to bring forward a bill they felt would never pass.
But many feel that Congress needs to do something for the millions left adrift after their unemployment benefits end. There are approximately 1.6 million Americans who have exhausted the maximum number of state and federal benefits during the recession. And in some states, there are as many as 10 jobseekers competing for every available position.

Ben Nelson, Max Baucus, 'no soup for you, one life time'.
Baucus said, '99 weeks is sufficient'. You know these guys have to go voters. Not one of them came up with an answer to the (check out the Bob Herbert story in the NY Times today) 30 (that's right) 30 million people out of work or not making it working part time.
At a time when the country is going down the gov. takes a paid six week vacation. Call you're local papers and news stations and tell them you want there attention on the rally in NY (on wall st) this Thursday.

The story appeared in Sunday's New York Daily News, although it had been in the planning stages thru the internet, social media, etc. My understanding is that it's suposed to happen at the Financial District near Wall Street on Thursday afternoon (not sure what time)

I found the information for the Wall St. Rally, there is no way I can be there I live in the San Fernando Valley. Why can't we the unemployed in LA go to BURBANK, and get our signs in front of the TV studios. I am so angry that this issue is NEVER on the news, if it wasn't for the net I would have no information. Now our representatives have been fighting for us, so I am more interested in helping others across the nation. It is time to let the country know what is really going on.This is a disgrace to the people of the United States.

Just for the record, the statment made by Max Baucus (Mont.) on Bloomberg is old news. Recently, Max has admitted making a mistake recently. He has endorsed the Tier 5 and is working on ways to pay for it.

I think that all states should be eligible. Is not finding a job in one state any different than not finding a job in another? Do the long termed unemployed hurt less or are they less desperate in a state where the unemployment rate is 6 or 7 percent vs. a state where the rate is higher? This bill needs to help all of the states, not just a select few.

As we're all aware, the 99ers are no longer be counted as unemployed since we're no longer in the DOL system so the ui rate went down. This bill has whopping 10% trigger rate which is extremely high. The bill that Sen. Stabenow introduced in the senate (S3706) is 7.5% which is more realistic. If Rep Berkly would sincerely like to help the unemployed, lower the trigger rate – it's much too high.

Also, this bill that Berkley proposed has a trigger rate of 10%… we will never qualify. S3706 has a more realistic trigger rate 7.5%.

I have been filling out more applications, everything is great until you get to the date of Birth and date of graduation. Online they have to be filled in or the system won't accept it and submit. Is this legal, isn't it just another way to discriminate? I agree this is not about lack of effort on our part it is a LACK OF OPPORTUNITY.. If one more person says try Wal-Mart I am going to punch them.Plus I had a work related injury last August that required surgery on my wrist, every one was there, everyone saw it happen. everyone knew it was an accident and that I didn't even sue for damages. But because I was on workers comp for a few months, my chances become zero once the background check comes in. So add my age, my surgery and the fact that I was a high earner in a specialized field, I am pretty well screwed. I have got to laugh, because i am tired of crying.

NJ is at 9.6 and wouldn't qualify, are u kidding me?!? 9.6 is way too high and Senator Stabenow's bill makes much more sense. The house of reps are a joke.

Ok I live in VA and unemployement was 6% early in the year and jumped up to 7% last month and I am a 99er that is still seeking work. Take care of all of us. My family needs it.

Of course the unemployment rate has gone down….they're only counting the people receiving checks….not the rest of us who can't find work….WE ARE STILL UNEMPLOYED….

There was a recently released video of a woman going off at a McDonalds over them not selling her chicken nuggets because it was still breakfast time. She was later reported to have been drunk at the time. The thing is you CANNOT get drunk in the morning like that if you have a job. Because if you show up to work that drunk, they will smell it on you and you'll get fired. She is obviously unemployed and possibly a 99er. She's from Ohio where the unemployment rate is 10%+. What do you all think?

Um, David Bradley, did you read the article that goes with the video? This happened early on New Years Day. Yes, she was drunk, and admits that. Did you know that a lot of employed people get drunk on New Years? She is NOT OBVIOUSLY unemployed. Does she have issues with anger and drinking? Likely. This video has NOTHING to do with unemployment, whatsoever.

They have to do a recount. I am in California and we qualify, but it is NOT fair to other states. I think anything over 5.5% should get some kind of help. 5% in a rural or small state is actually a larger percentage per population then in a state as large as CA. jobs per individual ratio would be comparable.

Mr. Bradley, Your assumption that the person is unemployed and possibly a 99er is very disturbing. This kind of thinking makes folks who have steady employment and benefits more comfortable, It's much easier to think that it couldn't happen to you since you don't have a drinking problem or disability but the truth is that people from every walk of life are losing their jobs and they are not to blame. This kind of thinking also makes it easier to decide that the unemployed are not worthy of help, and maybe not even worth a second thought. Look around you, sir. Open your eyes. Free your mind from hatred and reach out to someone.

Reps. Shelley Berkley (D-Nev.) and Jim McDermott (D-Wash.) introduce a bill that makes a tier 5 available in states over 10%. Hmmmm…
Alabama, California, District of Columbia (DC), Florida, Georgia, Illinois, Indiana, Kenucky, Michigan, Mississippi, Nevada, North Carolina, Ohio, Oregon, Rhode Island, South Carolina, and Tennessee are at 10% or higher.
Now, if you're in the St. Louis area (Missouri – 9.2%) you have to compete for jobs that many of those Illinois residents may be going after. 0.8% difference, same job market = NO TIER 5.
What a joke. There are no jobs. Tier 5 for all or for NONE.

For those old enough to remember, there used to be commercials run on TV, before cable, that showed a group of people singing a jingle with the words, “look for the union label” reminding consumers to buy products made in the U.S.
Spare us the comments about corrupt unions, blah blah and that U.S. workers demand too much money.
Our citizens have been distracted the past 3 decades dealing with “wars”, deficits, disasters, natural and political, housing bubbles, wall street crime, cultural decay etc. Prices have gone up, while middle class salaries have stalled or declined.
Americans have been punked by politicians and outsourcing, corporate greed and our own consumer addiction.
The result is our current economy which is manufacturing unemployment, foreclosures and despair. The result is an economy that is fodder for campaigns and media spin. We are in serious trouble.
One step towards recovery involves voting at the polls and voting as consumers, with whatever spare dollars we have.
Do not patronize companies who outsource if possible, and vote all politicians who put lobbyists ahead of your family OUT of office.
And to those politicians who have demoralized their constituents by refusing to acknowledge and assist millions of American voters who are struggling, you have done great damage to your constituents and to your party.

Keep reporting your unemployed status to your state. Research suggests the people who continue to claim their unemployed status and that they are actively seeking work get counted. No one tells the unemployed to keep reporting after benefits expire unless there is pending legislation to extend compensation. That might be by design, to artificially deflate the official numbers to give the illusion of improvement.
And, um…yes. People dying due to starvation, preventable illness and suicide is probably part of the plan – to encourage others to work for bread crumbs or suffer the same fate.
Call 2-1-1 for social services. If you've exhausted all savings and retirement plans, you might get housing and food assistance. If you have no income but still have a IRA, there are some medical providers that will help you based on your ability to pay – like $20 a doctor's visit and highly reduced prescription costs.

Of course there will be some kind of assistance to the long-term unemployed. The United States Corporation has thrived by subduing its human collateral into complacency and that is boiling over because laws and capitalism favor greed and deception to obtain profit. Now, with indignant slave masters crying that no one will do skilled work for minimum wage, everyone can see the plan. “Oh, get rid of unemployment, paying a fraction of one's former salary, because they won't work for peanuts.” Some are even stupid enough to publicly declare eliminating the minimum wage would eliminate unemployment – as if the objective was to work and not live.
Capitalism and its ideals are the biggest deception played on the world ever. It only works when the elite controllers of capital want you to play their game. After decades of painstaking patience, buying and controlling congress, employers enjoy tax free havens, slave labor, minimal safety and environmental compliance, exploiting impoverished people for bread crumbs. Finally, they've got their hands around the throat of American middle class. “Work for poverty wages or die”…or so they hope.
…but they forgot to factor in one thing – human potential. Sure, we were complacent, getting fat and sassy, thinking we did something right to deserve our middle class comfort. Yeah, we bought into opinionated propaganda for or against x y and z, thinking a b and c were the problem. We, the masses have allowed ourselves to be divided and played into the elite agenda, ignoring the cause of the problem and thinking elections would make a difference.
But Barack is a perfect demonstration of our foolishness. He might have meant what he said in the campaign when he said it … but something happened at that first secrets meeting with George Junior. Perhaps that's when he learned that he would carry out the same policies as dictated by a higher power – the elite – or go the way of Kennedy.
Now that the government/corporate marriage has allowed too many people who followed the rules of capitalism all at once to be financially, emotionally, socially and spiritually crippled, we are no longer buying the public lies that make us cry. If the numbers continued to trickle, industry by industry, worker class by worker class, we might not have noticed. But since it is so wide-spread, educated, hard working, loyal people who sacrificed personal time and life balance for employers finding themselves unable to secure gainful employment, the secret is out.
Sure, there will be some assistance to the 99ers because otherwise, they will revolt. Complacency is impossible when people are losing their homes and don't have enough to eat. The human spirit is alive and kicking. Tier V will put off the fireworks for 20 weeks. Maybe then congress (small “c” is intentional) will figure out a way to re-employ Americans and reschedule the middle class demise for another generation.
Hurry up congress, because the secret is out. The American Dream is a nightmare. Capitalism is a lie that promotes profit at any cost; human life, ecological disaster, harmful products and services and human rights violations. War is exposed as promoting fear to better manipulate and control the masses while making the rich richer. We're no longer sold on C-span's chair dance, pretending shame but really lame.

Work your way out of poverty? Where's the work? Look at the figures for unemployment in all states. Increase in first time claims. No wonder, for all the now called 99ers, exhaustees, there is absolutely nothing to do but hope for a miracle. I believe it will come, one way or the other. All this talk and no action. The help is needed now. Can't put off tomorrow what needs to be done today. Listen to the cries of the needy. What has it come to? To beg, plead and lose all measure of dignity? God help us all.

ALL Unemployed were told on this problem months ago. Now a Tier 5 with 20 weeks is introduced. Where is it? Lok how slow they work on this knowing their still an issue on jobs. Look how slow this is being done. There are people out already 20 weeks ago or more exhausted. By the time they get to this Bill the unemployed will need a 52 week extention. The unemployed better get the elected officals on this and work for those large vacations and paychecks or else they are out.

One concern of many 99ers is that this bill has a threshold of 10% whereas Stabenow's bill has a threshold of 7.5%. However for either bills to pass in the Senate, they will need to get Republican votes. And the only Republican votes they've gotten on the last extension and the teacher bill were from two Republican senators in Maine. So at a minimum if they want this to pass, they need to include Maine, and Maine's unemployment rate is around 8%. The Republican Senators from Maine have already said that they favor Stabenow's bill. Why would they turn and support this over Stabenow's when this bill doesn't even include them? Stabenow was smart, she knows she needs Maine which is why she set her threshold at 7.5% to include them. That gives Maine some wiggle room to qualify, even if their unemployment rate drops some from 8%. What this House bill allows for however, is something else existing in the House that can and will likely change once they realize what Stabenow realized, they need Maine's vote in the Senate. I feel confident the threshold will be lowered on the House bill, and we'll have two bills that will be adjusted accordingly to increase the odds for many 99ers, that they'll see a tier 5 extension.
If you all want to see this House bill pass, you better call and e-mail and remind her that she needs Republican votes in the Senate for this to pass and you aren't going to get it if you exclude the only two Republican Senators who helped the last few bills pass.

A father of four, Director of a youth organization, and a double major in college. My unemployment benefits ended in April. Now I have to face my children as well as the children and volunteers of my organization as a man that appears to be financially stranded. Wow. My family is destitute. A family of 4 is supported on 1200/month from my wife's crappy job. We have lost everything of value and have sold the rest. It does not work people. Crime is the next option for survival. Why are people being pushed so hard? Don't be surprised when the opponents of this extension are being forced to hand over their precious cash by a desperate 99'er with nothing left to lose. Senators, shall my children go hungry while you figure out how to filibuster yet another humane extension? Burn in hell.

I'm a 99er and 62 year old woman. I've worked since I was 14 1/2 years old.
My benefits expired last March. I have sold everything worth selling. I rarely leave my tiny apartment because who has $$ do go anywhere or do anything? I read, I exercise. I make meager meals of fresh fruits and vegetables. I make my own yogurt and that's a nutritional bonus. I'm no slacker but I need some kind of financial relief. I was sickened by the eggs in the recall and couldn't even go to the doctor for treatment. No insurance of course and too young for Medicare. Perhaps one of the senators who opposes another tier would be kind enough to give me some of his or her paycheck. I'd appreciate it.

To all of my 99 comrades, keep the pressure on.I recently read that when congress returns on Sept.13, that the tier5 extension still will not be heard.Let them hear from us. It doesn't take an economist to see that there is no jobs out there;in fact, as long as we are in this mini depression,they should continue with a tier 6,7,whatever.

First and foremost – I will never blame Democrats for this mess.
Secondly – It simply amazes me that we unemployed, with rent or mortgages and kids to feed, are supposed to be satisfied with being nickle'd and dime'd at every corner. No healthcare, defective drug products, extremely low minimum wages for part-time jobs that once commanded a middle class salary. I have a masters degree and worked all my life, always able to pay for everything I needed. Now I have to compete with hundreds for a $9/hr P.T. job – and simply accept the fact that jobs will not ever come back.

A very sad reality….Tier V won't pass if not done NOW!!!
We all have heard and realize that the balance is going to change after Nov. mid-terms. WHY?
1) Because democrats voter base will not vote in force to preserve the majority- too many don't understand or realize the importance of supporting democrats to the general population in this particular mid term election.
2)Republicans and tea party candidates have successfully re-written history to lay everything that they did/do at the feet of Obama and democrats…AND republicans Will vote in force
in the midterms to take advantage of the natural tendencies to oust encumbent dems. Add to the republican hate & fear mongering, the tea party”s ignorance and racism…and poof!!!
3)Democrats seeming fear or reluctance to SHOUT OUT the facts that republicans and their administrations created the disasterous situations in which we find ourselves and the economy.
How ANY working person(non business owner or corporate exec) can support a “group” which at every turn and opportunity has supported the interests of wealth over those of people and society amazes me. Amen, now what every one needs to do is get on the phones and emails… I mean call and email everyone republicans also..I call every day in the morning and at night!! I email 3 to 4 times a day, get your friends to do this also , we need this alot of people are desperate. why don't all the legislators take a half cut in pay and pay for two thirds of their medical,and when done with office they don't get a retirement plan. Government isn't to be alife time job. Most of the Americans are taking a half cut in pay and not getting a retirement plan.whats good for the people is good for the legislators.Then we should have aflat Tax,no write off,Everyone pays their Fair share. If you donate money, it should not be a write off. Along with car recalls,bad built cars or parts, etc. it should of been done right the first time,before it was put out in the market.

I am wondering why our congressmen and senators get to keep said jobs for a lifetime? Even our president only gets to keep his job for two terms, so why is it that our congressmen and senators get to be career politicians? why is there no laws on the books or anyone talking about how many terms these senators and congressmen get to stay in office? They should not be allowed to stay in office for more than two terms just like our president, just my opinion for what it is worth.

We are of little consequence to them, nothing but a number and the republicans are the reason our country is in this kind of shape now and God help us all if they regain the majority, if we think things are bad now just wait because if they regain the majority things are gonna get a whole lot worse for the average american.

I think many of us completely agree with you that Republicans will do all they can to ignore the problem but that won't make the problem disappear. In some way it is going to hurt even them. There's just nothing good that can come from removing millions of jobs and not restoring them or aiding the people who lost them until they can be restored. It creates widespread poverty and publicly weakens American as a country. Our enemies are watching and waiting for us to self-destruct. Who better to bring that about than the blind Republicans.

You are 100% right – Maine's Senators take a lot of heat from their fellow Republicans for not following like sheep… it's foolish for anyone to think that any of the bills could pass with them. Any bill must match Maine's unemployment rate which recently rose to 8.1% I believe.

What mentality is within the Republicans minds? How can 99 weeks of having more than half your income reduced be sufficient. It promotes more poverty and without additional crumbs from congress – and no employment opportunities (as there are truly none – what's advertised is false or if its a real opportunity, its given to those who already have jobs – their just moving over from one position to another) – still leaving those who have been out looking diligently for work remaining out of jobs. 20 more weeks will definitely help 99ers and the economy, but it will take even more if jobs still aren't available – especially to those who have used all their retirement funds and savings – homelessness seems to be the trend and goal of Republicans and all in congress. Those with jobs just don't understand those without. If they never experience it, some just can't fathom 99 weeks without diligent employment – well to those IT IS REAL – THERE ARE NO JOBS – AND NO MONEY TO PAY EVERYDAY LIVING EXPENSES AND BILLS for those who worked all their lives prior to the 99 weeks!

I am a 99er and to hell with the budget there will be no budget to worry about if you don't do something quick about all of us who have worked for years and now we are kicked to the curb!!! We need help! I wish all of you asshole high and mighty would have to go without a roof over your head or simple things like food and electric see how you would feel about hold outs then. In this economy no one should rely on Obama……Oh, yeah did I mention that I was one of the smart citizens that did not vote for him? I am slowly watching our country crumble into a poor nation with no leadership! I have gone back to school to study the health care industry as the airline industry goes down the toilet. I have a novel idea. I venture to say that the majority of 99ers are in the 50 plus years club. In order to shut everybody up with their comments of increasing the deficit, people are lazy, there are jobs out there, etc., those individuals who have been out of work for more than 99 weeks, have exhausted unemployment with no job prospects should be allowed to collect their Social Security checks. Not at any reduced rate but at the rate they would receive as though they were 65. We have all paid into the SS system and we should now be given access to these benefits.

The Senate and House of Representatives are the ones who pass anything to do with funding. Our economy was crashing big time when President Obama took office to the point where 1 week after he took office he was told get a stimulas or the economy will crash completly and there will nothing for everyone.

I agree! If they can’t seem to find anymore funds anywhere – then SSI should be administered TODAY for those who are eligible. Because it won’t be available when their 65 anyways or they’ll all be dead already at this rate without food, shelter – the basics! If unemployment isn’t given to those that already received their 99 wks, and no jobs are created for those over 50 years old. Then anything should be considered legal in order to take care of your families and basic needs – there should not be any type of barter system that is considered unlawful – those oh so supposedly intelligent in Congress don’t seem to be using their noggins very well. Im not going to stoop so low as to use profanity to express my opinion, but I strong think that the American people put out of the jobs they have had; that provided decent pay, benefits and a future upwardmobility, would much rather find decent employment (which they are not considered overqualified for) then receive a pitence amount a week. But the facts are that these people (many with financial responsibilities such as putting kids through school, keeping a roof over their heads, let alone keeping food on the tables and utilities on to cook it and keep them protected in some of the most unprodictable weather and conditions this country has ever seen!) depend on that little pitence to do just that. It is only a matter of time that these people will be the next wave of social problems (such as foreclosures, bankruptcies, etc.), making only more of a drain on an already strained charity-run system. The jobs just arent out there yet to put these people back to work. WE NEED THE TIER V!!!!!!!!!
