Senate Set to Approve Unemployment Benefits Extension Today

Today, Congress plans to vote on a federal extension of unemployment benefits, held up in the Senate for an unprecedented two months. The Senate will reconsider H.R. 4213, also known as the jobs bill or the extenders package, as the vehicle for a $34 billion extension of jobless benefits — retroactive to June 2, when they lapsed, and continuing through the end of November.
[Economy1] The vote will take place immediately following the swearing-in of Carte Goodwin, the replacement for Sen. Robert Byrd (D-W.Va.), who passed away at the end of June at the age of 92. That vote will be the 60-vote cloture hurdle to end debate. With Goodwin, the Democrats have 59 in their caucus, and Republican Sens. Olympia Snowe and Susan Collins are expected to cross the aisle, while Sen. Ben Nelson (D-Neb.) will vote no.
The bill will then move on to a majority-rules vote on the actual legislation, which will return to the House, where the Democratic leadership plans to pass it as quickly as possible. (The Senate is not voting on H.R. 5618, the House’s standalone version, opting instead to hold a new vote on the Senate bill, which already failed to pass cloture once, in order to bypass an additional procedural roadblock.) President Obama could sign the bill as early as Wednesday evening, barring procedural hold-ups, and states could begin the process of disbursing the benefits as early as Thursday morning.
The bill does not include an extension of the $25-a-week Federal Additional Compensation funds, tacked onto many unemployment checks. It also does not include any of the other provisions originally included in or proposed for the jobs bill or extenders package: It does not close tax loopholes, or provide Medicaid funding to states, or include funds to keep teachers and other state employees working. It also does not create an additional fifth tier of benefits; federal extensions only continue in states with higher than an 8 percent unemployment rate, and the maximum weeks of state and federal benefits remains ninety-nine.
Nevertheless, the unemployment extension comes as a desperately needed lifeline to 2.5 million American families. “When millions of Americans lost their jobs, they didn’t just lose a place to go to work in the morning,” Majority Leader Harry Reid (D-Nev.) said on the Senate floor on Monday. “They lost their incomes, their savings and their retirement security. They lost their tuition payments. Many lost their homes. They lost their gas money and their grocery money. All of this through no fault of their own. I’m not talking about just a handful of people in an isolated corner of the country. I’m talking about millions of Americans from every one of our states.”
Additionally, economists expect the unemployment benefits extension to have a strong stimulative impact on the economy, as the recovery lags and a growing band of experts calls for more government spending to keep up demand. Lawrence Mishel, the head of the Economic Policy Institute, estimates that the unemployment benefits extension will support 800,000 jobs over the remainder of the year — as the unemployed generally spend their unemployment benefits immediately, rather than using them to pay down debt or to keep as savings. Unemployment benefits usually end up costing the government only about 40 percent of the sticker price, Mishel said on a call with reporters on Monday. “[Passing the unemployment extension] is not only a decent thing to do. It’s one of the most stimulative things you can do to create jobs,” he noted.
But Republicans have argued that unemployment benefits should no longer be considered emergency spending, in which case they would not be allowed to raise the deficit. “We’ve offered ways of paying for these programs, and we’ve been eager to approve them,” argued Senate Minority Leader Mitch McConnell (R-Ky.). “But we can’t support job-killing taxes and adding tens of billions to the already unsustainable national debt. So the only reason the unemployment extension hasn’t passed is because Democrats simply refuse to pass a bill that doesn’t add to the debt. That’s it. That’s the only difference between what they’ve offered and what we’ve offered.” A number of Republican senators — including McConnell and Sen. Scott Brown (R-Mass.) — introduced unemployment bills with offsets.
Over the weekend, President Obama joined the Democratic caucus in hitting at Republicans for blocking the benefits for so long. Never in U.S. history have extended benefits been allowed to expire with unemployment over 7 percent. He devoted his Saturday radio address the topic. And, speaking in the Rose Garden on Monday, flanked by three unemployed Americans, Obama said: “[Republicans] say we shouldn’t provide unemployment insurance because it costs money. So after years of championing policies that turned a record surplus into a massive deficit, including a tax cut for the wealthiest Americans, they’ve finally decided to make their stand on the backs of the unemployed. They’ve got no problem spending money on tax breaks for folks at the top who don’t need them and didn’t even ask for them; but they object to helping folks laid off in this recession who really do need help.”

Sorry, I've just been out for a little over six months, and I am waiting for the extention. Keep your head up I've never expereinced something so dark and scary and unless you're' a part of the special out of work group you dont understand.

I to will NEVER AGAIN vote republican! This year I am Voting all Democrat, how dare the republican's think its a form of welfare dont they understand you have to work in order to receive benefits, I live in Las Vegas Nevada, it pretty bad out here jobs wise and I am pretty sure its bad every where, but if they dont act soon people will resort to doing what they have to for their families, crime will go up, How do they except the economy to try to recover when there is no aid, which brings me back to the same thing as always the rich get richer and the poor remain poor, Obviously there not desperately waiting for unemployment to pass they have no idea what if feels like to ask for money or borrow it, I have no more faith in a country that turns its back on people when they needed help the most they turned there back on us, shame on you guys!

republican don't care about unemployment they have a high paying job they could care less about the unemployed but what they do not realize is that with this many people out of work with no income can become quite dangerous not every body commits suicide when they go broke and thats alot of people looking to make a way to pay bills i mean unemployment isn't very much but it helps and lets be real republicans aren't worried about the national debt they want te money for them self just like bush

I too am from Las Vegas, NV. I was injured last year in the US Army and forced out on a medical. The hard part is that the VA takes six month to a year to get any relief pay. I thought because I am able to work with my injury I wouldn't have any trouble finding a job. I was very wrong. Even as a disabled veteran I have been home for about six months and now have NO job and NO income left because of this. I have spent twelve years serving this country just to have the republicans turn their back on me while I lose everything! ! ! I have never before voted for only one party (but voting for who I thought was the best choice regardless of party) but this year I will change that. I can’t see voting for ANY republican who turned their back on my family, me, and the rest of the Americans that need their help.

If congress can't create jobs for unemployed americans and not judge their working ability on their credit score (which has been damaged due to unemployment), then the LEAST they can do is extend unemployment benefits for the unemployed. This is a vicious circle. You can't modify your home loan to make it affordable unless you lose a job, but once you lose a job, you can't afford your house. Then you can't get employed by many employers because your credit is damaged due to being unemployed for so long. And if you do get lucky enough to find someone to hire you in a non-hiring recession, then you might lose your house because you make too much money to qualify to modify your home loan. No wonder suicide and crime is increasing by the minute. If it weren't for my three children, who knows where I'd be…

Republicans better start caring about unemployment and quick! Americans are afraid now, but that turns quickly to anger when we can't feed our children and our backs are against the wall. We are good, decent, hard working people and we're being treated as if we are the scum of the earth. Eating bon bons! What a tremendous insult to the many Americans, who, through no fault of their own lost their jobs. When we take to the streets in protest, will the military come and kill us? If this goes much further, and we lose what little we have left from a lifetime of dedication and hard work, the wave of American outrage will be at their door. Here in Atlanta, Sonny Perdue got himself several million dollars to build a fish and game project, while the “tent people” (homeless middle class Americans) live a life equal to that of any number of Haitian earthquake victims. It's important to remember that President Obama did not make this mess, and he is fighting for you against the lions of injustice. Don't abandon him and listen to the misinformation which is brought to you and paid for by the Republican party and it's interests, that of corporate greed. First turn off the water, then grab the mop!!

yeah, and the gov't says that it takes care of its own.. That is a big laugh. I know of many American Vets that are treated like cattle and what the cattle excrete. It is wrong. This damn country had better start thinking in the mind frame of charity begins at home, and we need to take care of our own. What happens in other countries is not the fault of the American people, yet we rush right in to lend a helping hand, and totally forgetting the peoples needs in this country. That is why I do not contribute to charities for out of country disasters, etc.. I would rather take what money I have and help out my neighbor in need. Until all Americans realize this, nothing will change.

I made 25.00 an hour at my job until I lost it…..cut off my unemployment on6/02/10 …today I find out janitors in california were making $85,000 a year as a state employee….Arnold S should be ashamed to be a republican.NY yankees owner steinbrener(excuse sp) …his family KEPT from paying 500 MILLION in an estate tax due to the republicans,while I wait for food stamps.I can't wait to vote the heartless republicans OUT! I also agree with every one of you, the people that we are counting on to pass this bill have no idea what ot is like in the “real world”. every one in washinton live in a perfect little bubble, and its about time thatwe the people pop that bubble. i have worked my whole life and have never needed assitance of any type or form, then after getting laid off and collecting nearly half of what i used to make and spending the last year penny pinching and with help from friends and family, and then they stop my bennifits all together.. times need to change and the people running this country need a wake up call, we,us the middle to low class maqke p thge majority and we all need to make our voices heard……… We are not looking for freebies or handouts we only want what we desrerve for being hard working men and woman who made and continue to make this country…….WE EARNED THOSE BENEFITS, SO GIVE THEM TO US………………

You know something, alot of people seem to be buying this Obama propoganda about the Republicans turning their backs on the un-employed. Is it wrong to ask how we're going to pay for something? Don't we all do that every day, especially now? Wake up folks. The people in charge in D.C. are laughing their butts off watching everybody fall for this crap. Unemployment benefits are not a right. Let's get people in to office who can get new, permanent jobs created so we can get people off the dole. Obama's done nothing to knock down unemployment. That's why we're so dependent on these gd government checks.

un-employment benefits are a right because us and our employer both pay into it, so in times like these we have it to use. there are alot of other programs that waste tons of money n useless programs. Un-Employment benefits is not one of the programs that should be discontinued due to lack of funds. there are way to many people relying on those benefits to survive……. I know that when i say that every one of us that rely on our weekly check from unemployment, that if we could get a job that we would, our weekly checks are just barely enough to get by never mind to try to live on for the rest of our lives. I know that i would much rather be back to work making the money that i used to make. dont get me wrong i do appreciate the fact that i was able to collect, but by no means do i look at it as some type of welfare payment…. us who are and were collecting are hard working people and not low lives trying to cheat the system. The govermant created this job mess so they should continue the benefits until they figure out a way to fix it and put us back to work, a place every one of us wants to be

Excuse me JimBshell, how provencial can one person be! Do you really believe that our country got into this mess overnight. I just want to say Thank You for passing the bill. You know I don't understand something I have worked hard all my life at times 3 jobs in a divorce situation and now that I was laid off I am struggling to keep what I worked so hard for. I fortunetly do have my small and I mean small retirement left. I am wondering why I just dont spend it to pay my bills because your unemploymenrt check barely pays the living expenses. I even started school to learn a new career and thought maybe I could get some assistance for that but there is none. I am trying to make a change to get myself in a good position but I am wondering why? You work hard and when you need help there is not enough there in emergency situations. I would love for the unemployment that is continueing to not be cut any since we are no where near on our feet again. I send out several applications a week and dont even get a courtesy of a no thank you back.
We all need to reach out and help eachother.

Amen it is no longer about an individual it is about your friends, your family, your neighbors that need the help. It is personal now and we did work hard and earned those benefits. Yes I do fill out the applications everyday just none to even give me as much as my unemployment which is less than half of what I to was making.

No one knows how embarrassing it is to have to ask for help from government agencies to pay for house mortgages and electricity bills. I am 47 yrs old and never have I had to ask anyone for help until now. After our company went out of business my husband and I found ourselves without jobs and both have tried to find jobs, either we are over qualified or they wantt someone with an associates degree and pay you $7.25 an hour. I am currently enrolled in college trying to earn a degree to better myself for the job market. I have applied to over 40 jobs since June and I have had only 1 interview with no call back. I have never felt so helpless trying to provide for my family as I do now. But thanks to the Salvation Army and other agencies there is help out there but it is a one time in a year deal, but it has given me hope for the next month that things will get better and I want have to hold my head in shame when asking for help. Yes GOD BLESS AMERICA ! Without it we could not stand together as one nation in times of need and blessed our Families for the support whether moral or other.

I feel you, because I want to use so much profanity myself, because I am a 99er without anymore benefits, recently became homeless, lost all vehicle and the newspaper have the audacity to state that companies are now hirng people with high school diploma and GED, so as I hold a BA degree and unemployed what in the H I suppose to do. In the last ten years , my husband who is a 99er as well, who does construction, and have contribute over $60 thousand dollars in taxes, now for dinner he thanks God that he is able to enjoy his maybe spam sandswich . Thank you America politician for continue the American Dream , for the rich and not the blue collars who builds American, who build your homes and most of all the sanitation department that you represent. I totally agree with you…I just went on my 7th interview since I lost my job as an accountant 2 yrs ago. Ultimately, once again, I was denied the position due to my credit being horrible. I went to school for 4 yrs and owe $45K in student loans for a job I cannot get!! My house is in foreclosure…I can't qualify for the loan mod because my unemployment is continually terminated…until another bill gets passed, I don't know where my kids and I will be tomorrow…

I completely agree with you. I am a 99er who have exhausted my UE benefits completely. I have been looking for work now for over 2 years and have not gotten a single call. And I not talking applications or resumes here and there, I'm talking about being out of the house by 7am and not getting home until I practically have no gas left on my vehicle. My benefits expired on the first week of May, I've had to ask my mother who is on Social Security benefits to borrow money for gas and food. I've even enrolled for college to get training on Computer Science since there is a huge demand for that, but our government system is so broken that they would not help you with food stamps of medicaid if your going to school full time. They would rather you stay at home and get a measly $140.00 per month from them. My question is, when did the American goverment stop caring about hard working citizens, who fell victims of this great recession? Those same citizens who have always kept this economy going. It is not easy losing everythig you worked so hard for, it is not easy when you're about to loose your vehicle, the only means of transportation you have to look for work, it is not easy having to live with family members because you've already lost your dwelling, going to food banks, who by the way know your first name already.
To the American Goverment: Stop worrying so much about reviving the economy on other countries, and start creating jobs at home. Worry about your own citizens, because come Dec. 1, what's going to happen when there is still 5 applicants for every 1 job vacancy and there is no extension benefits left? How will the economy look then?

No, President Obama is set to sign it this evening.. however, it is going to take alittle while for all the dates to set up what is owed to everyone in retro pay. That is going to depend on how fast each state can get that done. I live in TN, and they have informed me that I will have to refile for the extension, they are going to send a letter out into the mail. (of course TN is still backwards as the back woods). But it won't probably be until next week or week after that that you will get your check.

I am a single mom…i lost my job and can not find another. Been unemployeed since Feb. 2010. I do not get child support. Can not get food stamps. Food banks are giving out dated food. What a shame to have worked since i was 12 yrs old, paid taxes all these years and only get 6 mos of unemployment with no extentions. Yet our governments continues to get raises…large expense accounts. Great trips…huge wardrobes at my expense.

Im even in the Army and my fiance is on unemployment….we have been soooo screwed without here checks…..its friggin embarrasing…..as if the Army is'nt stressful enough….we have had to pawn things to make it week to week….the government is ridiculous….what a wonderful country I fight for!!!!!!

They took away money from people who lost their jobs and want to work. But they don't take away money from people who don't want to work and are on welfare, some people actually need it , but I have and possiblly you have seen people on welfare who deal drugs and drink every night at the tax payers expense. The nerve to say the laid off want a handout. I will never in my lifetime be voting republican.

To everyone who is under the false impression that the Republicans were against extending the unemployment because they are greedy, meanies-you are misinformed! They simply wanted to make sure the money was there and that it wasn't going to increase the deficit. I am on unemployment myself and while I have mixed feelings about all of this I understand what the repub's were trying to do. It makes much more sense to take the stimulus money (that is mostly being thrown away on stupid earmark programs that only benefit unions and the government-not the working person) and use it to help those who are out of work and to actually stimulate the economy rather than pay off political cronies. People need to educate themselves on what is really going on in this country. Do the research and don't just accept politicians or the media at their word…they are all lying to us in order to further there own agenda. Not many of them really care about anyone but themselves and their cronies! As long as we are pitted against each other the power brokers win and the average citizen loses. We all need to stop fighting among ourselves over black vs white vs latino or republican vs democrat (neither party is offering much right now) or man vs woman…we need to come together as a people united to save our country. We can disagree on the methods-but the ultimate goal should be the same! We have elected corrupt people over the years and now are surprised at the level of corruption and discord in DC-we have become lazy and apathetic regarding the government and are surprised to wake up and see the mess it is in! Knowledge is power and the truth will set you free-we all need more of both!

I live in Fl and everytime I have called and spoken to an agent I have been told something different. I have been unemployed for a year now looking for work everyday just about of the week. My husband is disabled and his check covers the rent but nothing else. We are like everyone else stressed and not knowing from one month to another if we are going to have a roof over our head or food on the table not to mention the other necessities. We count on those checks and I am to the point of giving up, but I pray for grace and mercy. I want to pay our bills, nothing more just pay the necessities.

This cause of this jobless economy was the fall of the real estate market. The people who caused this was the Big Banks And Big Insurance Company AIG.
Just a few thoughts for today. I have been doing my research. The news and information that was given out on how the banks failed and how people lost their homes has given the impression that We The People over extended ourselves by putting ourselves in homes we could not afford. This is not true. We were innocent. Here is the true scenario.
We took out loans to purchase a home or refinance. We were sold a loan at around 6 – 8.75% the banks and mortgage companies never intended us to have these loans for the 25 – 30 years. The reason for this is they did not want to loan out their money at that rate for that long a period of time. They wanted access to their money to reinvest at as high a rate as they could get. So they wrote the loans attached to the indexes which is the average of interbank offered rates for six-months U.S. Dollar-denominated deposits in the London market (LIBOR), as published in the Wall Street Journal) This information is available online now at http://mortgage-x.com/general/indexes//wsj_libo…
The information is from 1993 – 2010. Once they had this index on the date needed they added points
for example your loan was written for 8.75% on a certain date lets take 07/17/2006 the Index was 5.58 they then added points to this 6.50 on the one I have which it a total of 12.18%. Your mortgage only guaranteed the 8.75% rate for Two Years. After two years they were allowed to increase up to 10.75% BUT it could never go lower then 8.75% then they could adjust your rate Ever Six Months. They Did have a cap but the cap was 14.75. For a Mortgage Loan.
They never wanted us to have these loans for more than Two Years. They wanted the money back in Two Years or Less. We The People did not understand that. We the people had taken out adjustable rate mortgages before but the loans were not written in this way. The veritablerates were attached to the Libor BUT prior to this time they were not adding 6.50 onto that variable.
The representatives of the Banks and Mortgage Companies led us to believe we would be able to refinance after the two years to an even lower rate.
Again they never wanted to finance our homes for 25 – 30 years they wanted to invest this money for only two years.
>>Now the problem came that when We the people went out looking for a Mortgage at the two year deadline No One Was Writing These Mortgages and we were stuck with these outrageous rates The Banks were investing there money elsewhere..No One Was Giving out 25-30 year fixed rate mortgages.
The banks and mortgage companies knew we could never pay on a 10.75% – 14.75% mortgage. The banks no longer wanted to finance homes for We The People. So even people with good credit and employed in good jobs could not find financing for there homes as they were lead to believe.
If you have a veritable rate mortgage maybe you have not actually checked if the rate is accurate. Here is what I found I have been paying 11.875 % since the end of 2006. And guess what they had no problem putting my rate up. But since the end of 2007 I should have had an 8.75% mortgage they have never put it down.
Now remember when all these loans failed and people were foreclosed on and lost there homs, the banks were paid with the insurance policies they took out through AIG insurance companies. They Knew if we did not refinance our homes at the end of two years we would never be able to afford the loans so they not only protected themselves they had us pay the premium for them for this insurance.
These two companies were bailed out by the We The People's Money to the tune of 380,000 Millions. This is correct we paid them 380 Billion Dollars.
I know that the Democrats and Republicans both voted to bail them out. But at least the Democrats agreed to help We The People with the unemployment problem they caused. The Republicans did not we need to send a clean message we are not happy the Republicans gave us the chance to do this by all voting against us (Except Sen Susan Collins and Sen Olympia Snowe)
Check Your Mortgage papers see what you should be paying.
We The People Did Not Cause This. BUT WE THE PEOPLE ARE NOW FIGHTING FOR OUR LIVES. THE BIG BUSINESES AND SENATORS WITH MULTI MILLION DOLLAR PORTFOLIOS ARE NOT.
If we do not have money to spend nothing is purchased and there are no jobs. The money needs to come to the people not the Big Businesses Not AIG Insurance Company.

Yes it would be nice to reduce the size of government and eliminate all the perks so that more taxpayers could actually keep more of the money they work so hard for. Our money does not belong to the government and if more of us could keep more of it there would be more jobs and more benefits to go around to help others who are without. Now as it stands the government keeps getting larger and larger thusly sucking more and more money out of the private sector thus leaving many in the private sector like unemployed like yourself. I trust you will vote out all incombants up for reelection this November and start to take our country back from the greedy ruling class.

They never did care. A beaucracy has no heart, and no compassion for the working man. They only dole out benefits that will help them get reelected they really do not care about anyone but themselves. Perhaps now more people will realize this truism and stop looking to the federal government to help us. We need to rise up and throw off this burdensome beaucracy and take out country back. To live the way we our right now.I'm only one person,trying to servive. No One Can Like This. Just alittle bit more would HELP alot. I'm 55 years old. Never been without nothing before. Not even enough money to go see my DAD, Because he hasn't got very long left.I REALLY CAN't Beleive, they are not giving us a 5th Tier.
