On Tuesday, the Senate plans to vote on a federal extension of unemployment benefits, blocked by Senate Republicans for an unprecedented two months. The swearing-in of Carte Goodwin, the temporary replacement for the late Sen. Robert Byrd (D-W.Va.), will give Democrats the crucial 60th vote to overcome a GOP filibuster and restore unemployment insurance to 2.5 million Americans.

[Economy1] But that poses a real challenge to the state unemployment insurance agencies. They are already overextended, dealing with the massive expansion of the unemployment insurance system to grant up to 99 weeks of benefits to those eligible among the 38 million people who have been unemployed at some point over the course of the recession. Now, with the Senate on the verge of action, states are scrambling to figure out how to retroactively disburse seven weeks of benefits worth more than $10 billion to the 2.5 million people needing them, as quickly as possible.

Part of the problem is that the high unemployment rate has already overloaded state systems. Last month, the National Association of State Workforce Agencies completed a survey of the unemployment insurance providers in all 50 states and the District of Columbia. In the report, 46 of the 51 providers said they had difficulty managing the work flow. And states cited congressional inaction as one source of the headaches. Oregon, responding to the NASWA inquiry, named Congress as its biggest problem: “[Lawmakers’] inability to complete legislation to extend [emergency unemployment compensation] in a timely [manner] has created a substantial amount of work in our UI Call Centers answering inquiries from concerned and panicked UI beneficiaries.”

Those “panicked UI beneficiaries” number in the millions and need answers as to what they are getting, how and when. Expecting the extension to come through, most state agencies have continued to update their files through the lapse. Though unemployed workers have not received checks, they have continued to file with their state agency to affirm that remain out of work and are searching for new jobs, a requirement to receive benefits. The decision to keep that information current through the Senate’s dithering means that the states will not need to work through a 2.5 million-person backlog of paperwork once the benefits are extended.

But unemployment benefits are allocated using a complicated multi-tier system, with dozens of rules about qualification. Nobody — neither the state agencies nor the unemployed — knows just what Congress will approve and how that will comport with state systems. Will the Senate vote on the House bill? Will the House have to take up the Senate version? Will Congress approve the $25-per-week Federal Additional Compensation funds, tacked onto unemployment checks? How will states deal with disbursing the money? Will they go claimant by claimant, or week of dropped claims by week? Confusion over what is happening means that state unemployment agencies are already receiving thousands of questions, overloading call centers.

One issue is that if a worker has had an intervening period of work during the eight-week lapse, he or she needs to inform the state and might qualify for a new tier of benefits. “Say you were a construction worker who got a week-long gig on a project during the lapse,” explains George Wentworth, an analyst at the National Employment Law Project. “Maybe before you qualified for $600 a week in federal extended benefits. You might requalify for a $150 state benefit rate because of those intervening earnings, even if you had weeks of federal benefits left. Congress is, in this legislation, probably saying you can stay on your federal benefits. But all of those people need to be reprocessed, and there is no sense of scale as to how many people that might be.”

Communication — simply getting news about about changes and processes — might be the biggest challenge. “You will hear lots of claims from workers, claims that will be accurate, that it will be difficult to get through to staff in the unemployment insurance agencies,” Wentworth says. “The infrastructure has really been operating beyond maximum capacity for some time. This is the most weeks [of benefits] for the most people that states have ever had to manage. Frankly, the systems were designed in terms of capacity based on historical previous high levels of unemployment. And this is the highest level of unemployment since the early 1980s.”

Other problems are state-specific. Some states, such as Georgia, have had no official policy of retroactive payment, but are planning to make make an exception this time — posing a logistical challenge as they update their systems. And in Florida, more than 200,000 unemployed persons might not get their benefits at all. The state included a June 5 expiration on the extended benefits in a state statute. That means that when Washington re-ups the program, hundreds of thousands of Floridians won’t be able to resume receiving their benefits if current law stands, the Florida Independent reports.

“Almost 35,000 workers are losing their only real source of income each week while Congress continues to stall the re-authorization of the extended benefits program,” Florida AFL-CIO President Mike Williams said in a statement. “The fact that these workers and our economy will continue to suffer when Congress does act because of a single line in Florida Statutes is appalling. This program costs the state next to nothing and does not raise unemployment insurance rates for businesses.”

Other states have prepared for the congressional reauthorization but still face an enormous logistical challenge. Norm Isotalo, a spokesperson for the Department of Labor in Michigan, the state with the second-highest unemployment rate at 14 percent, said the state had been working overtime to ensure the more than 120,000 persons in need of retroactive benefits get them quickly. “We’ve been holding meetings in anticipation that the Senate will pass some legislation next week that will restore these federal benefits,” he said. “We will probably make a lump sum payment to people who are owed retroactively. Then, we are going to reach out to people who have exhausted state benefits and never had a chance to apply to [federal extension programs].” He noted the department was preparing for the deluge by keeping additional workers on overtime, but that planning remained ongoing.

Labor experts say that unemployment insurance recipients should expect some hiccups as their states send all of those checks out. “It’s unfair to the states,” Wentworth says. “It is very difficult to manage these situations when you have a long gap in reauthorization, even in terms of just explaining it to unemployment insurance recipients.”

Once again it is a try to pass the problem onto someone else and all of us unemployed are stuck in the middle. 99er's need help too but we are being left out and feel we are being discriminated against on this. We still have no jobs and now no help. It is bad for us ans we are losing everything daily and will be in financial ruin now and the country is losing as we are not contributing to it by paying our bills and biying things we need. Typical rich clueless people.

Its been so long that when this bill does pass and the states issue all the retro dated benefits we will be right back where we are right now with the 99ers who's numbers continue to grow. What do we do for them? Everyone seems to forget that Tier 4 is only 6 weeks long. That will pay out as soon as the bill passes for anyone who is on that tier, then as of today they are still without any further benefits. What do they plan to do about that. Do they really expect to wait until November to deal with that issue? I think it's a little more pressing then that. I think that Congress should have to surrender their remaining vacations this year toward the payment of unemployment benefits. Why do they get a month off after they just had a week off for the fourth? I don't remember voting on anything that gave the people who work for ME with my TAX money that much time off! It's an outrage that they get that much time off! Why is being a politician so rewarding? It should be WORK to be a public servant. If you ask me a person should make the sacrifice of having luxury when they run for office. For example. Look at the legal system. A public defender or prosecutor only makes $60,000 a year at most. A private practice attorney makes half a million in some cases. Why does a Congressman make $160,000 a year and get the best cars, suits, hotels and food on expense accounts that we pay for? I think they should make $50,000 a year, drive a Ford Taurus, wear cheap suits, stay at the Motel 6 and eat at Denny's with the Tax payers money. If they want to upgrade that should come out of their OWN pocket!!!! Public service should not be so rewarding!!!!!! It makes me so angry I can't even begin to express it!!!!!!!!

I am just wondering if someone else has the same question I am asking. I lost my unemployment last month, I had finished Tier 2. When I went to certify the next week after all of this bullcrap from the gov't, it had said my benefits had been exhausted, and every week after that. So, I was not able to certify. How in the world are they going to beable to retroactivate my claim for benefits now? This is so crazy, as you CANNOT get through to the states unemployment office to ask them any questions Boy I tell you, they have really screwed up. They just want to keep us (the unemployed) from getting any answers to our question. They just want us all to go away. I wish I could go away from them, but with no work out there, what is a person to do? Are any of you having the same problem with trying to certify every week as I am having?

Seems to me the unemployment bureau needs to hire some people! I was on hold an hour and 1/2 today, I needed to request a debit card, because by checking account is neg. I been out of unemployment since June 2(one of the real lucky ones) The State of Ohio employment Bureau told me they could not send me a card out because I had a 0 balance, then she went on to say the senate has rejected the unemployment 3 times and the state of Ohio does not expect the unemployment extension to pass! Oh my God, if you live in Ohio you are Screwed!! When we got the $25 stimulus it took them 11 weeks to get that going !!

Trina… you're ok. I'm in the EXACT situation as you. I live in Ohio and had just exhausted my Tier #2, when this whole fiasco, with most of the Republicans filabustering and Byrd's untimely death hit. I was told the same thing, when I called in, but I was told to keep calling in to report my benefit claims, every week. [You have to report through a representative, every time and cannot use the automated system). Once the Senate approves the UI bill, this week, then I will be paid retroactively. I hope that helps, in the midst of this unnecessary chaos.

Don't listen to the negative Nancys that work for ODJFS. I almost requested a supervisor to complain how negative the CSRs, are there. The bill IS expected to pass, over the next couple of days, as WV Gov Machin's temporary replacement for Byrd's vacate seat is being sworn in, tomorrow. The vote to lift the cloture will happen immediately afterward. The 60th vote to pass the bill is now in place and should be passed by Thursday and signed off by Pres Obama on Friday. We should have our retroactive pay by beginning of next week.

I received my last UI check on June 5th and am in the exact same boat as you. Just keep calling in your claims, every week, through a live representative, and you'll be fine. Stay strong. This whole thing is an unnecessary mess! The one time I need substantial support from ODJFS in my whole life, and I have to endure this selfish, chaotic, bureaucrtic h*ll. Sigh.

I've seen a lot of confusion in this thread, about what's been happening with the UI bill, up for vote, tomorrow. The Ohio ODJFS has been less than helpful, with that negative Nancys in their call centers, telling callers the bill most likely won't pass, which isn't true. Here is what's really going on:

The CSR's in Maryland are rude and do not have any idea what they are doing. They are very un-informed about the laws and their procedures they are supposed to be working under. I have called over the months to ask generic questions, and Every time I called, I could not get a straight answer. Received a letter in the mail from Maryland stating I need to continue claiming for weeks A & B, but there is NO monetary value to the claim. Does this mean, once the extension goes thru I will get paid for those weeks???? Maryland does not have a Tier 4, so I will be screwed either way..

I just got off the phone with Unemployment in San Antonio Texas where I have been on UI since Jan 09. I was told “hang in there it is coming you just keep filing every week” Honestly the people I have talked with here have been really kind and show empathy towards the situation.

I just wanna say thanks… It really does make a difference when people treat you with respect…especially during times like these. It's true are gov is a major “DOUCHE” but the folks running the show is San Antonio are really nice and helpful.

I understand what you are saying, but I cannot even get through to talk to a live person. Our state agency has a recording that says: due to high call volume we cannot take your call. So I am basically stuck between a rock and a hard place. I guess all I can do is see if I will beable to certify after this is approved and then go from there. It is a true waiting game.

Well you guys are lucky me and over 2million other 99ers have done without benefits for month, and they still are not helping us. Just think after you finish your 99weeks you to will get stabbed in the back too. Enjoy it while you can as small as it is but it's better than zero, because soon you will be in the ranks of the starving too. They treat us like our over 2 million votes don't count, but we shall see because in November they will be begging us for our votes to keep their cushy jobs.

This answers none of the Tier 5 questions. We are all in the same job market. If it is accepted that there are no jobs for the Tier1-2-3-4 people than how can you justify not including the 99ers into this extension. Most of the 99ers are in the 50-70 year old category. Employers are getting away with age discrimination making it even more difficult for these people to find work. They have worked longer and payed more into the system.
How is this action justified without including everyone.

This whole thing is sooooo frustrating:( I live in Redding California, where there seems to be one job for every 93 applicants. I also have a felony on my record from many years ago, and no employer wants anything to do with that, which to an extent i understand, however at least give me a chance.
My hat is off to the democrats trying to get this bill passed, we do much appreciate their efforts. In the mean time, like many of you, i am about to lose my car, utilities and house!

This whole thing is pretty bad.
I get $ 695.00 in disability and the food stamp people and SSI have me on hold not wanting to give me stamps or increase my disability by a measly $150.00 because my husband might get unemployment reinstated–I have taken them a letter 3 times to tell them that he doesn't fit into the group that will get reinstated. no one is listening. they just keep losing papers and not returning calls and hold times are forever. this is a bigger picture then just the unemployment issue–it is affecting all of the other agencies.

Vacation time? Being in the Senate or House is at its creation and still is considered a part time position. They're not supposed to make enough to consider being a congressman a f/t position. Why are the Republicans so self-serving? I mean so special -interest self serving. They are totally clueless in the plight of the average American family and or person. Then they have the nerve to respond to issues like we don't know whats happening. Isn't O'bama their boss in a matter of speaking? They've wasted too much of our time already their childish games have to stop NOW. They ought to have an all out brawl like some other countrys' Paraliment sessions. I'm sure the Democratics would win and it would save time and tax-payer money!

well I finally got an email to answer my question. Apparently, we in TN are not allowed to certify if our benefits are exhausted, but if and when the extension is passed, the state will send a letter out to me to tell me how to file once again to get the extension. And if the benefits are retroactive, then I will get that paid also. But here I sit waiting for the vote today, Obama will be signing it Wed. evening, then I have to sit and wait for a letter to get to my mailbox to re sign up for the extension, which will probably take a couple of more weeks. I am just thankful that I kept digging to find someway to ask someone a question in our state. Cause at 7am this morning, I was getting a recording on the phone already saying, they could not take my call due to high call volume.. What are these people doing up there answering the calls? What they only have 2 people in there? Or are they sitting there watching the lights on the phone, reading their morning paper and drinking their morning coffee?

Hi Trina, I was not able to claim through the automated system but you can claim either on line or when you call press the number that says open a new claim. Just ty to manipulate the UI phone system and get any person you can on the phone. They have transferred me to the right department and allowed me to file. I am hoping this retro check happens fast as my creditors do not want to hear anything about congress :( Good Luck to us all!

you are so right, I myself finished the 99 weeks allowed still no jobs..everytime i go for an interview, there are 30-40 people there for the one position! we need to keep on nancy pelosi and harry reid! if you are a republican write to those idiots also.. we are paying billions for this war in the middle east, thats all fine and good but what aout us back here losing our homes!!!everyone needs to call and to write their senators now

Do people that have come to retirement age during the 99 weeks and are now recieveing SS benefits deserve to take a retroactive check? I think not…especially when they refuse to take a job because it pays less thatn their previous job. These are hard times. Forget going south for the winter and manage on your Soc Sec. like the rest of us (that didn't get a raise)

It becomes very clear that Government really does not know the impact this economy has put on The American Job Seeking family. They don't feel or see how this has all destroyed the lives, credit ratings, has caused depression, pulled families a part do to financial stress…it just goes on. They are all clueless and uncaring to the point they seem to feel guilt free taking their time to find solutions as they take their stress free vactions while many are praying for their next job opportunity so they can once again provide for their families.

Regarding jobs…I heard Government state one job for every 5? not even close in Southern California; one job opening within the city where I live was to be openened for 30 days or for the first 150 applicants; it closed in 10 days. We all took a 3 hr test, both written and mulipule choice. This was a job that was offered at 1/3 of my normal salary which I was ready to take which I had over 25 years of experience; I received a thank you for applying e-mail, but you did not qualify for the next level.

Most who I talk to are riding life day by day… they have no money…they receive weekly overdrafts charges from their banks…they have no health insurance….but are still too proud to go line up for food stamps; but some are now considering having to do this. One lady told me, I buy 2 cases of water to fill my home refigerator just to make it look full or my kids would wonder why it was empty…………… We need jobs……and for Government to see just how much we needs some emergency unemployment funds sent ASAP to each suffering American Family….which did not cause this!

535 congressman there total wages not including cars charge accts ect is
85,600,000.
Now i could live on a quarter of their salary and not have to worry about starving. so if they all made 40,000 we would have 64,200,000 to go toward our national debt.
i am sure congress would not like us taking money from them and their families, just as i and all you others did not like being unemployed.

Until the bill passed TODAY there was nothing to certify. You just had to wait. I understand that you will get a letter in the mail and you might have to fill out a form – but you should be receiving a retroactive check in the mail and you should be reinstated for I believe 13 weeks – or till November.

listen, try one of these. Large family both had great jobs. Wife is 8 months and I was just disabled and she lost her unemployment.Now she goes out finds job making $8 and stops work for 12 weeks, Losses unemployment and now nothing. Take a job for 8 or she made 350 week no brainier.Hard times for everyone. Yea some lazy asses out there but not everyone.

Here, here! The people in these agencies are a heartless bunch! You can't even get through to unemployment offices in Florida. The worthless Governor Charlie Christ doesn't even acknowledge unemployment difficulties on state website. It's focused on and addressing everything else EXCEPT the unemployed. I think he has an aversion to what's really going on like so many of our so-called leaders. What an ass. What a copout. What a disgrace. Our politicians truly could care less about what's happening to us out here in the real world.

Make your voice heard – vote out EVERYONE when it's time for their re-election!! See how they fair on unemployment.
I just applied for a job – got a bad credit rating since my car was repossed and didn't get the job.
I called Senator Voinovich's office and was told “he only met with businessmen”. Apparently, no time for the poor slobs who voted for him. Go figure. Of course he is republician and voted against every increase.
So here's my big question for him: You dull out welfare like it was candy, expecting NOTHING in return, but can't help the people who work and pay taxes and YOUR salary?? How in the world does this make sense???? Yes, the undemployed DO pay taxes on those checks!!!
Again I say: VOTE THEM ALL OUT!!!!!!!!

Hawaii hasn't been allowing anyone to certify during the lapse. They say they are going to send out paperwork to everyone- they don't know when. So now they are going to have 10,000 people sending in hard copy paperwork that they will need to process. They are ridiculous.

i been collecting unemployment since 1/01/2008 i lost my job from azzhole they paid now i payin i am homeless at on 22 me and my family live in a truck the little bit of money they are giving us is not that much to help when we are so far behind. the chruches will not help us the state will not help us just the 300 check i was getting was the only thing working now im homeless plz i need help and no one will give me any i dont know what to do i have thought about suicide one to many time the past 2 months i need something to get me back on my feet and in a home and not in a truck. the retro check will help with debt but will not help me get on of the truck i you know someone who is able to help plz !!!!!!!!!!!!!

So it is passed! However, in VA you were not able to continue to file a claim if you had exhausted benefits. I am not sure how they will handle that, I have not had a check in a month but have been looking for a job every day, hopefully they can fix this so that we will get our retro payment too. That will really help with the electric bill that is 2 months past due and scheduled to be disconnected next week. This could have been done already had the republicans not held it all up for no other reason than to make people suffer and make Obama look bad.

The State of Kansas is draggin its feet purposely. They just dont want to give those benefits up so what they are doing is making it almost impossible to talk to someone. They give no straight answers and honestly, the state of Kansas and the DEPT OF LABOR for the State of Kansas could careless about the unemployed in their state. They didnt want it to pass in the first place and now they want to punish all the people getting unemployment…Thats how it feels!!

I’m in the state of WA and I just exhausted my funds last week also. I don’t understand what is going on and there is just no work in my field. How the heck am I supposed to re train for a job and cover my bills? They want me to change my career? How is this our fault? I’m going for self employment to stay a float.

I live in Florida I opened my claim in June 2010 I claimed my last week Dec 7 and that was only a partial amount. I was told that I exhausted benefits If congress passes the bill will I automatically be put on extended benefits? I have been looking for work every day and I’m not getting any responses back.
