		<description>Shouldn&#039;t bush be planning strategy in Iraq and Afghanistan while the military plans the tactics to carry out bush&#039;s strategy.  We really aren&#039;t at war in Iraq, we&#039;re simply occupiers so why on earth do we expect Odierno to have the answers? It&#039; seems bush has outsourced all his planning - nation building to the generals and the economy to Wall Street.  But perhaps I have strategy and tactics confused.</description>
