In Wake of Arizona Law, Labor Unites Behind Immigration Reform

For most of their history, labor unions opposed attempts at loosening immigration laws and often threw their weight behind restrictionist measures. During the most recent overhaul effort in 2007, a schism among unions cracked an otherwise willing liberal coalition and helped defeat the reform bill. But now, in the wake of Arizona’s strict and highly controversial new immigration law, labor has united to support immigration reform with unprecedented vigor.
[Immigration1] Richard Trumka, president of the 11.5-million-member AFL-CIO, gave a pivotal speech on June 18 at the City Club of Cleveland that crystallized labor’s shift in outlook. Trumka, the nation’s most powerful labor voice, made a moral and economic case for reform and pledged to “face head-on our own contradictions, hypocrisy and history on immigration.” AFL-CIO has joined forces with the 2.2-million-strong Service Employees International Union and the United Food and Commercial Workers International Union to pour resources into the fight, and the three have written a joint letter to Congress detailing labor’s “unified position and unfailing commitment” to sweeping reform.
Labor leaders have come to view an immigration overhaul as an opportunity rather than a threat to their interests. A large population of unlawful immigrants undercuts both the working class and the influence of unions, while legalized immigrants could be tapped to expand union membership. Likewise, joining forces with the pro-reform and growing Hispanic community can help secure the movement’s future.
Labor unions’ share of the U.S. workforce has declined steadily since the 1950s, when the figure peaked at roughly one-third. Last year it was 12.3 percent, according to the Bureau of Labor Statistics.
“Immigrant workers are the growth sector in today’s labor movement, so they’re a big part of its future,” said Kate Bronfenbrenner, director of labor education research at Cornell University.
Mark Krikorian, executive director of the restrictionist, “low-immigration” Center for Immigration Studies, put it more bluntly. “Unions obviously see immigration as their only chance at future growth,” he said, “since American workers have pretty much given up on them.”
A January report by the liberal Center for American Progress and Immigration Policy Center noted that a large population of unauthorized immigrants — 10 to 12 million, per most estimates — depresses wages for low-skilled jobs. Unscrupulous employers can hire and underpay unlawful workers, who have no ability to unionize or push back politically. In other words, the larger the undocumented population, the smaller the clout of organized labor.
Legalizing unlawful immigrants and ensuring the rights of all workers, the CAP and IPC study concluded, would “help American workers” by “rais[ing] the ‘wage floor’ for the entire U.S. economy.” Newly naturalized workers could also give unions a boost, particularly if they view them as allies early on.
“We want a strong legalization program, and we want to legalize as many workers as fast as possible,” said Ana Avendaño, director of immigration at AFL-CIO, adding that the AFL-CIO supports the creation of an “independent commission” to structure requirements for future immigration inflows based on the needs of the economy.
While these undercurrents have been brewing for years, the newly galvanizing force for labor is the Arizona crackdown on illegal immigration, which requires law enforcement officials to probe the residency status of suspect individuals during lawful encounters.
“Right now, the big fire that’s pushing the labor movement is what’s happening in Arizona,” said Bronfenbrenner. “It’s hurting workers all over the country.” Trumka forcefully criticized the law in his Cleveland speech as part of “a hate campaign” against “working people,” one that’s designed to “make anyone who might look like an immigrant live in fear of the police.”
Civil rights groups say the law will disproportionately target Latinos — the fastest-growing U.S. demographic, and one that strongly backs an immigration overhaul. Unions are already leveraging their pro-reform stance to reach out to Hispanics — an effort that, if successful, could substantially boost their membership prospects in the long run.
The battle over this issue is ongoing, as five states are currently developing similar laws to Arizona’s, and 17 more have shown interest in it, according to the think tank NDN. “We’re very concerned that Arizona is going to become the model for the United States,” Avendaño said.
A sticking point for labor continues to be the expansion of the current guest worker program, the primary reason for AFL-CIO’s opposition in 2007. This business-backed clause comprises non-immigrant visas such as the H-1B, which grants skilled foreigners the temporary right to live and work in the United States. But because these short-term workers have limited job flexibility and are essentially unable to unionize, the provision has been a roadblock to labor’s goals of having a politically active workforce and protecting low-skilled domestic talent.
Trumka, who calls recipients of these visas “vulnerable, indentured workers,” reiterated his union’s opposition to them in Cleveland. “We will not support the return to outdated guest worker programs that give immigrants no security, no future here in the United States, no rights and no hope of being part of the American Dream,” he said, demanding that all workers be “able to assert their legal rights, including the right to organize, without fear of retaliation.”
But Avendaño declined to say whether AFL-CIO and other unions might again seek to kill reform over this provision. “It’s really hard to picture how this will end up,” she said, adding that labor “won’t support reform that puts working people in a bad position.” During the 2007 effort, dissenting progressives such as Sens. Sherrod Brown (D-Ohio), Byron Dorgan (D-N.D.) and Bernie Sanders (I-Vt) cited the bill’s expansion of this program as a prime reason for joining all but 12 Republicans to narrowly defeat it. Labor unity on the next effort could play an important role in swinging the votes of liberals.
With the midterm elections approaching, Democrats appear to have put off immigration reform until next Congress, but have intensified support for it since the Arizona law’s enactment. They released a broad template on April 29 — less than a week after the Arizona bill was signed into law — proposing to beef up border security, create a pathway to citizenship and overhaul the systems for employment- and family-based immigration. After helping Democrats pass health care reform, unions are poised to flex their muscle on this new priority.
To Krikorian, labor’s embrace of immigration reform is part of a broader cultural shift. “The U.S. labor movement has changed and become more like European unions — post-patriotic, culturally leftist — and the change in immigration policy is just part of that change,” he said.
For Trumka, however, the case for immigrant rights isn’t just about workers, politics or the economy — it’s also about the fabric of American society. Critiquing the Arizona law, he said, “All of us should fear such a system. In the end, don’t all of us who aren’t Native Americans look like the immigrants and children of immigrants that we are?”

Latinos are entering the US illegally faster than any other demographic, that's a fact. There are people in the US illegally from many different countries and ethnicities, none of them deserve a free pass/Amnesty…..that's all their immigration reform is. Get them all out, every single one. Give them all one year to leave on their own. If they're caught after that in the US, they should never be allowed in the US again. SECURE the southern border. NO AMNESTY, it failed in 1986, and it waill only encourage another gigantic wave of illegal aliens entering into the US.

Unions brought the American people many, many good things, such as 40 hour weeks, paid vacations, sick days, child labor laws, fair wages, etc., etc., etc. And how did the American people pay them back? By demonizing them, by refusing to form unions at their place of employment, by willingly becoming dupes of the Republican agents of big business, etc., etc., etc,. The American people don't deserve the blessings of organized labor.

You apparently have historical amnesia. The white invasion of America used genocide and forced relocation to steal every part of this country. There was a war for those states, the US won, Mexico ACCEPTED PAYMENT after losing. And yes, I understand this “White Butchery” (I'm guessing you're not white, and feel I am) Now, I feel horrible about what happened to these people, but NO ONE alive today took part in that, we can't change it, stop crying. If you really want to get technical though, Clovis Man was here before the Indians. Not to mention before them, there were nomadic people that traveled across a frozen Bering Strait in pursuit of whale and seal popping up along the ice that came before them. So no, it's not the Indians or Mexcians land either. And what about their wars?? There've been tribal wars between various indiginous tribes for hundreds of years. What's the big difference if Americans also partake in those wars? Oh, the difference is the U.S won…….

Not so much “the system is broken” as OUR LAWS AREN”T ENFORCED BY THE FEDERAL GOV”T. Securing the border would create 10's of thousands of jobs in building two fences running parallel to each other (the area in between the would be patrolled) from the Gulf to the Pacific. That'd be a start. How many more jobs could they create vastly increasing ICE? How many more would that free us deporting the illegals? The system is enforcable and in place, problem is no one is operating it.

Just so you know where there are fences they dig tunnels they also have special ladder trucks that pull up and put the ladder up and over and a truck from each side can pull up for your double fence type senario. Fences are easily cut with bolt cutters and they can come though without trucks. The laws are not enforced by ICE because they don't have anywhere near the man power to do so. Your right the system is broken and needs reform.

There was originally a plan for 2 fences which was watered down to one short flawed fence. It called for a 25 foot fence of concrete and steel-going about 10 feet under ground. Another south of it 100 feet, regular chain lnk, but with razor wire all over the other side, agents patrol the inside area. I know there are tunnels, but there are also motion sensors they could use, along with infrared helicopters, and a huge increase in manpower this could easily be done. Not to mention maybe moving a few military bases to the border. Let them train in the desert, it's pretty hash out there so it'd be good traiing, if they stumble on any drug runners/illegal, round'em up! Either way, they could build all this and actually save money because illegals cost billions.

Unions know our labor prices are still to high if we are to compete worldwide, but want membership volume to insure that they can grab as much money as they can. Unions are on there way out as what they can offer you the mamber. They are selling you smoke and mirrors. There is a time and place for unions, but it is not now.

I don't see how this reporter cann call a law that has 70% support of the people “controversial”.
As for giving amnesty – that's a ploy to make America a Third World environment REAL FAST. Use however many millions of illegals you want, multiply that by at least a factor of four to see the result. Most all that are granted amnesty will then “sponsor” mom, dad, aunt, uncle, cousin to come up here legally and get on the gravy train. Then times two again for gramma, grampa, who will immediately go on Social Security and crash that system.
Then, as another commenter pointed out, another horde of illegals will sneak in and patiently wait in the shadows for a few years for another “immigration reform”.

Once there was a need for unions as the companies ran roughshod over the worker and sucked him dry – read about the labor movement up until the Roosevelt days.
Once they got in power, the old Roman saying “Who watches the watchers” kicked in as the unions exploited their membership just as badly.
(As a former member of two unions I have first hand experience.) The current tactic of backing amnesty is yet anothe example of how the unions hose their membership while the upper echelon rakes in the big bucks. There's little difference between them and the CEOs we bash today.

Dude, you're the one with historical amnesia. In the 1490s the Spaniards came here and “stole” the land from the natives. In 1821 the Mexicans “stole” the land from the Spaniards. In 1848 we “stole” this land from the Mexicans.

Sounds like you graduated from liberal college. The Spaniards butchered tens of thousands of natives and/or worked them to death in the silver mines. The “filled with Hispanics” is pure b/s. Those four states had a grand population of around 400,000 with 1/5 being surviving natives.
For the sake of argument, say that we “stole” all that land. What did Mexico do with the land we let them keep? We turns our part into a generator of wealth and prosperity. They turned theirs into a corrupt crime-ridden hellhole that foorces people to risk their lives in search of a better life.

The union leadership's only concern is for its OWN well-being, not that of its AMERICAN members. I'm from a labor family generations back and am disgusted to see the union leadership abandoning the interests of American workers to pander to illegal aliens who compete with and displace Americans from jobs.

No. Illegal aliens not only displace AMERICANS from contributing to SS and paying taxes, but the money they've “contributed” to the suspense fund since the 1980s wouldn't cover even ONE year of SS's payments. Those have now reached $600 BILLION each year. Were illegal aliens able to collect SS, that would send SS into bankruptcy much sooner, because SS is set up to pay unskilled low-wage workers such as illegal aliens MORE in relation to their contributions than it does more highly paid workers. Furthermore, unskilled uneducated non English speaking illegal aliens are NOT going to be able to do the jobs that Baby Boomers are doing.

You mean, we should have open borders and let anyone who wants to work here? It's either have immigration laws or not. And if you do have them, they need to be enforced. To not enforce them is to have de facto open borders. To enforce them for some but not others is unjust. Illegal immigration is unjust to legal immigrants and to US taxpayers who end up subsidizing illegal aliens.

It's not an “American” family, if mom and/or dad aren't here legally. No reason why American family members can't accompany the family member who's deported. And why should marrying an American or giving birth to one give anyone a pass on breaking the laws of this country? Only someone who's irresponsible would give birth to a child in this country, knowing that they themselves are deportable.

Really, most wanted slavery? Do you have a poll or survey or vote to back that up? Seems like the country was split down the middle on it. Anyway, slavery was an issue of human rights, this is a legal matter, hence ILLEGAL immigration. Yes, our politicians have raped Social Security, and either thay'll pay it back or pay dearly for not, but that doesn't give people who have no right being here the right to take from us also. And please tell me how these illegals are contributing to Social Security. The majority pay under the table, those that don't need a Social Security number to be taxed….they're not legal so the only way to get a number is to……oh yeah, STEAL ONE. ANOTHER Federal offense. Their presence in our country illegally CAN NOT be justified.

Just ask those who defend illegal immigration. There are many machines that will do agricultural field work but they are expensive. As long as cheap compliant labor is available, people will slave in the fields. Same goes with other jobs that teens and others just entereing the workforce used to do – all taken by people who will work less. Companies love 'em.

What a bunch of bull shi*. These cornball clowns need to find a job and get a life. They can make all the noise they want. Cooler heads will prevail. Mexico provides a big chunk of our oil and are an important economic trading party. The numbers will count in the end not the hysterical nut bag anti illegal immigration commentary we see here.

The vast majority of americans (65-70%) don't want Amnesty, or as most elected officials like to call it now “Immigration Reform”. I have a job and a life. I also have a country I love with laws that need to be obeyed. Our gov't needs to go after employers enabling illegals and the illegals themselves, very simple. The US is the only nation I know of that has ANY portion of it's legal citizens, bleeding heart pussies usually, siding with people who are in their country and burdening taxpayers to the tune of 40-100 billion each year.

Actually, illegals obtain an ITIN # from the social security administration in order to file taxes and not needing an actual social security number. So our government is receiving plenty of money from them.

They work,but pay no taxes and whatever money they make,they send it to Mexico.No wonder whole mexicans, along with mexico president is against the law.

well this is not true for all the unions, also the workers in the unions are also mainly anti amnesty. just because the afl-cio may want to suport this, the majority of us do not. so come election time, this will blow up in the democrats faces, this i am sure. i am a union worker, me and my fellow brothers and sisters feel the same way. down with amnesty and support arizona 1000%

Go Arizona!!!!! I am 1000% behind ALL US states that follow Arizona new immigration law. Enough is enough!!!!! The United States is FINALLY fed up with you crying illegal Mexicans. We don’t want the United States overtaken by illegal persons south or north of the United States border and whom which many do not care about the USA and our customs or wish to learn the English language. I wasn't a raciest till last year, A Mexican farm worker ran a red light t-bone my girlfriend car crushing her left leg, 9 months in rehab or a hospital and the bill was $550,000 she still can not walk without a limp Ins company paid 100% of policy $300,000 she got a bill for $250,000 so who do you think has to pay it? the guy who hit her right? no ins no id, was not deported. so you ask what state did this happen VA
