Temporary safety net or permanent entitlement program? That’s the question some conservative voices are asking as Congress eyes yet another filing extension for federal unemployment benefits. The Washington Post reports:

[C]omplaints that extending unemployment payments discourages job-seeking have begun to bubble into the political debate. [...]

[Arizona GOP Sen. Jon] Kyl told the Senate he questioned why anyone would see unemployment benefits as helpful to the economy, or to the job market. ”If anything, continuing to pay people unemployment compensation is a disincentive for them to seek new work,” Kyl said. “I am sure most of them would like work and probably have tried to seek it, but you can’t argue it is a job enhancer.”

Conservative employment experts are now weighing in with a similar message. James Sherk, a labor economist at the Heritage Foundation, for example, told the Post that the extension of emergency benefits — which now run for 99 weeks in high-unemployment states — have turned a safety net program into something more like welfare.

“It is appropriate and natural for Congress to extend the time limit of unemployment insurance with the job market as bad as it is,” Sherk said. “But by quadrupling it, it is no longer an unemployment insurance program but a welfare program.”

Two thoughts:

1) The critics aren’t wrong to question the very human motivational effects that indefinite federal payments could have on some workers. (No doubt there are folks out there only too happy to be paid for doing nothing — and would continue to do so as long as they could.) Yet there’s also a general agreement among economists of all stripes that the current jobs crisis has endured because businesses simply aren’t hiring — not because of some pandemic of laziness among workers receiving emergency help. Indeed, the average UI check is just 36 percent of a worker’s previous salary, according to the National Employment Law Project — hardly enough for many recipients to pay mortgages, make car payments, keep the kids in Nikes, and generally sustain the type of consumptive lifestyle that the nation’s economy hinges on. To say that folks would be satisfied enough with such a pay cut to retire on UI checks is to wholly misunderstand the motivations that make our very system of capitalism click.

As Peter Morici, economist at the University of Maryland, wrote last week: “When dollars leave the United States to purchase imports and do not return to purchase exports, Americans cannot sell all they make — be it manufacturers, software makers, movie producers, or clean shirts from the corner laundry.” It’s these trade imbalances, Morici argues, that are exacerbating the jobs crisis, which has left 16.8 percent of workers either without a job or underemployed. Not that Congress shouldn’t be addressing such deeper structural problems in the economy, of course. But meantime, critics of a UI extension should be called out when they try to shift the blame to the unemployed simply because American companies have found higher profit margins in outsourcing. (Kyl, for one, seems to recognize some of this. Despite his reservations with the UI extension, the Arizona Republican eventually voted last week in favor of a short-term filing extension.)

2) Kyl’s claim that UI benefits aren’t a job enhancer flies in the face of economic experts who point out that those payments provide more bang for the buck than nearly all other forms of economic stimulus. Analysts at Moody’s Economy.com, for example, estimate that every $1 that Washington spends on UI benefits returns $1.61 to the larger economy — a far cry from the 21 cents per $1 returned by the corporate tax break (popular among conservatives like Kyl) that Congress enacted in the name of stimulus last fall.

“Without this extra help,” the Moody’s analysts wrote of UI benefits, “laid-off workers and their families would be slashing their own spending, leading to the loss of even more jobs.”

This article only clouds the real economic debate. The jobs and recovery legislation is a good thing and this article proves it indirectly. If there weren't six people applying for every ONE job Kyl and Sherk would have a point. The truth is that if you were on fire conservatives like Kyl wouldn't pee on you to put it out. They care only about themselves and what ever pocket they have their hand in.

No I am not kidding right. Where are these ppl with ZERO INCOMES everybody makes some money somewhere and they will pay into the system by just paying taxes, whether income or commerce. If they don't pay taxes and have zero income I'd rather give $50 to cover them than pay $1000 in fees from my insurance company to pay for the uninsured. Stop being so SELFISH!!! I care about my fellow Americans unlike you. Plus I bet you scream for people to go die in Iraq or Afghanistan to protect the selfish rhetoric that comes out of your month. So what if we pay, you and I both expect other to risk their lives, the least I can do is provide some care for my fellow americans because the homeless people you so look at with disgust just might be the brother of a solider or a solider himself/herself. There millions of people that want to work and cant find work, those that are trying to milk the system are guilty, and those who are looking to find work and just trying to survive after cashing in all their savings and are broke now are relying on our system to help. Many are facing eviction and foreclosure. Where did all the jobs go? answer that please….

They went across seas, yes congress helped with the tax breaks but the greedy CEO & executive Board, strong-armed by shareholders are in the pursuit of profit..the bottom line, by any means necessary. So its not mexicans that are taking out jobs, its greedy business owners that fire americans and give mexicans our jobs. Here's a reality check for all of those out there who do not believe that America is in a job crisis! I went to an interview today( I live in Wichita,Ks) to find a job and the interviewer told me that in two weeks over 400 people have applied for the same job! Now tell me again that people are not looking for work who are unemployed. It seems like Americans WANT to work,however we are ALL applying for the same job.

This is a letter that I sent out today, hopefully it might help or at the very least, make someone thing that this isn't a joke and that jobs are needed now….

I am writing you today on the behalf of myself and the millions of other Americans whose benefits have or will run out after Tier 4. I have 4 weeks left of unemployment benefits after which I will have to go on to welfare which will cover less of my expenses than unemployment has but I have been able to keep afloat, hoping and praying that I find a job, any job in the meantime. None of the money is used for anything other than bills or groceries. Not exactly how I wanted to end up but something that I have to deal with until I find work again.

I have applied to thousands of jobs with only one callback for an interview, this was last June. Since then, I have continued to apply anything every day as I rather work than collect unemployment but again there are no jobs out there. I have gone to job fairs and the Department of Labor for help finding work but there isn’t any.

I’ve been working since I was 11 years old, now at the age of 40, I cannot find work in any field. I’m scared that for the first time in my life I may end up destitute, bankrupt, and homeless.

I am asking for myself and the other long term unemployed Americans that an extension past the current 99 weeks be made. This right now is the only lifeline that we have without ended up in worse circumstances. I also ask that a Jobs Bill be made that will create new jobs to help with this market. Thanks in advance for your time and consideration.

I second the tier 5 proposal. Unfortunatly if it were signed into law today, my state wouldn't get the checks out to us untill a month and a half from now, and only 3 weeks left on tier 4 to boot. Will it be signed today? Not on you life because nobody has even started to talk about it yet.

My entire savings and now IRA is exausted. I feel fortunate that I had it to survive. Don't know how I'll pay income taxes on it. What now guys? I hear that the fed is now moving high tech crowd dispersal equipment into major cities. Do they know something that they arn't talking about? U BETCHA.

I'd like to disagree, let's blame the immigrants, but fact is you are right. But the government also played a large stake at allowing these businesses to go overseas, because, well, the people that govern also have the In-SAY-SHE-Able thirst for profit.

I do stand by the fact that that plus the never ending influx of immigration has stirred up this mess on jobs. If you take a container, then cut it smaller, then fill it with liquid, then try to add more liquid, it will overflow. People coming to America willing to take way less pay with no benefits have cost the people who built this country, almost as much as not buying American.

If Americans liked each other and respected each other, and treated each other like brothers. We won't be in this position. Because the loan officers that were selling the junk loans would not have lied to their customers, the banks would not offer sub-prime loans because their experts told them the market was over inflated, insurance companies would not research to determine if their customer of 10 yrs had a pre-existing condition, the business man would pay his full-time workers more than $7 and take the 1 million dollar cut… do need I say more?

There is a despite need for tier5 I am a hard working woman and lost my job thru no fault of my own at this time no one job is safe this economic crisis is in bad shape then are millions of Americans that are in need for help just to survive as a unemployed American I was not always a underdog I was faithful re-liable hard working taxes paying citizen and for all the unemployed american to be treated as if we are nothing is heartbreaking it seems to me all the people that are unemployed are the hard workers and the ones that have jobs don't do shit I pray and ask god to help for all the americans all over the world before I got laid off o was making 1300 bi weekly on unemployment I receive 275 a week that not a near as much income that I was making and people think unemployment checks are paying all of our bills please it helps and I am thankful for unemployment beneifits because without the help I don't know were will I be this is the only life line that myself and millions of other have to survive and to even think that the beneifits will laspe is devastating if GOD congress, U.S house, and the Senators can't help us then one can it's time too give the americans people help by granting more extensions for the basic necessities food,gas etc. I hope and pray for better days and to all of the unemployed people keep the faith.

Tier 5 Assistance is needed for the Long Term Unemployed. We need more Tiers and/or more weeks added to existing Tiers.

Neither H.R.4691 or H.R.4213 will help the 15 million unemployed who have already exhausted all Tiers.

WE NEED EVERYONE’S HELP to get more Tiers added and/or more weeks added to existing Tiers.

Please keep calling and emailing your congressmen and senators to finish the job.

I suggest increasing existing Tiers to 26 weeks each.

And, those who exhaust all Tiers should be able to get food stamps AND cash assistance even if they don’t have any kids, when applying for public assistance.

I've seen a lot of smacks in the face but here's one that actually tries to help. It also explains somethings that maybe our government should know.

“It's no secret that finding a job in this economy is difficult at best. Since the recession hit in 2007, the U.S. Department of Labor reports there are now more than 15 million unemployed Americans facing the loss of their homes, savings and sanity. The latest numbers show an unemployment rate of 10 percent, but that number doesn't take into account the job seekers who have become discouraged. Economists are predicting a slow recovery for 2010; so what can you do to sharpen your competitive edge?”

All this from an article entitled “The 5 Most Important Steps to Thriving in a Jobless Recovery.”

Now I ask why if they can put an article like this on msn careers, does the vast majority of individuals and republicants think that we the unemployed are thriving on unemployment benefits and are too lazy to want to find work? I think the word that gets me in the article is 'difficult' as in it's difficult to find work. It's gone for difficult to almost impossible in reality.

15 million Americans. Now obviously, if there are that number of lazy people out there unwilling to work, then there must be 15 million jobs available nationally. So when you hear reports that there are 6 people for every 1 job opening that must some kind of conspiracy number. Then when you here that some here posts that they applied for a job that received 400 applicants that also must be part of the conspiracy.

The real numbers if they ever became available would frighten us all. Working hard for a company no longer means that the company will have loyalty to the employee, though they expect contant loyalty from the worker. No longer does it mean that you will get rich from your blood, sweat, and tears.

The jobless situation is a problem because our government has sold the jobs to other countries for profit, the business owners have moved the jobs overseas because it means more profits, individuals have moved the jobs overseas because they want to buy cheaper products from China, Vietnam, Thailand, India, etc. We import almost everything and export almost nothing. I find it sad when an aquaintance from India said that he should have stayed in his own country because at least there he would be able to get a job from Dell Computers or Sprint/Nextel.

All this takes a toll on the very people whose taxes pay everything that this country does, from wars to foreign aid. But we have been victimized my the same system that we pay into because our portions are not in the millions or billions in gifts or contributions. There is no reason why a middle class person should pay more in taxes that a multi millionaire, nor why a multi millionaire should complain that he's part of the working poor.

I am ashamed to be unemployed for so long, but even more ashamed at the way the government has handed down this sentence.

As for the ones that post here talking about “go get a job you lazy bums” watch your tongues as there but for the grace of God go I. No job is really un outsourceable anymore. Especially if you have an it can't happen to me attitude. 'nuff said?

Economist concentrate on statistics and deal with unreality and unsubstantiated facts. Give them a problem, they’ll give you a bunch of charts that does not mean anything. They are a bunch of people shooting in the air without a target.

This is NOT AN EXTENSION. How do I know? My benefits Just ran out and I was just told by the Unemployment Office that there are no more checks coming. This is only an extension of the deadline to file for past extensions. NO NEW MONEY!

I have worked everyday for the last 18 yrs and was even in the military (Army) for 8 of those years. I lost my job due to staffing cutbacks almost 13 mos ago. I did not file at first and used my saving to get by thinking a new job would be mine soon. Now, here it is 2010 and the job market is worst!

There needs to be a tier 5 or more weeks added to the unemployment benefits bill. You are not giving me anything I worked 18 yrs for it. Maybe if you had paid more attn to the big banks, you know the ones the Rep party love so much we would not have this problem of long-term unemployment.

There are a many reasons why there are no jobs. 1. Lack of investment by companies. 2. Lack of spending by consumers (partly because they don't have jobs) 3. Baby boomers realize that they need to retire sometime, and have become thrifty and working instead of retiring while the youth are left out of work. 4. Efficiency Gains – big box retailers don't need many cashiers and staff, cars built by robots more and more, and all the stuff we bought all these decades has actually accumulated to a point where we are all practically wealthy in a material sense, so people buy less new stuff. 4. Government keeps chasing its tail trying get business to spend and hire, consumers to spend, and investors to spend instead of save. What we need is government to provide incentives to create sustainable jobs, so that investors will invest with confidence. Also we need government to to convice taxpayers that increased taxes are nescessary so that people can have jobs, without taxpayers deciding the goverment is spending loosly and should vote them out. what do you think? is this the situation?

I am writing today to express the need for Tier 5. I am not at that level
yet but see the need for hundreds of thousands of Americans. My story is
simple, I have been unemployed and looking for work daily. On three
different occasion I have been hired only to find out the position had
been canceled before my start date.

Just yesterday it happened again. The company was concerned about the
Health care bill and what that will mean to them. They called and noted
that they are on a hiring freeze until they figure out the impact of this
new bill.

This will only make it harder out there and we need Tier 5 extended ASAP.

Please support and ask for this.
