President Obama announced this morningthat the federal government would cut its emissions by 28 percent in 2020. It’s a small step compared to the nationwide carbon cap he hopes to institute — and which conservatives will battle tooth and nail — but it lends some quick credence to his renewed commitment to cleaner energy, as laid out in his State of the Union Wednesday.
