The Drudge Report just sent out a siren to inform readers that Homeland Security Secretary Janet Napolitano wants to see under your clothes. And from the juxtaposition of the accompanying photos, it appears the right-leaning Website wants to suggest that she’s particularly interested in looking under the clothes of other ladies.
Drudge’s photo choices might be a bit less conspicuous if Napolitano, who is unmarried but says she is heterosexual denies she is gay, had not been the subject of a lengthy and at times vicious whisper campaign about her sexuality in her home state of Arizona, where she was formerly governor. [Update: As a commenter points out, it is more accurate to say that rather than proclaiming her heterosexuality, Napolitano has consistently denied being gay.]

I don't think she declared herself hetero, but she claims to be not gay. There is a difference.

Matt Drudge is not a journalist – not even a pundit – just a piece of fresh camel dreck. Why anyone pays attention to anything he says is beyond comprehension.

No kidding. The last person who should be engaging in this type of sleazy behavior would be Drudge.
But then I remember how many pieces of homophobic legislature are proposed by closeted Republicans…

Drudge's “body scan” photo is actually nothing of the sort–it's merely a nude photo of someone inverted using image editing software. (Pull it up in Photoshop and do a CTRL-I to invert it…) Knowingly or not, it definitely over sensationalizes the whole “body scanning” procedure, since actual images are nothing nearly as graphic as what he has up at the moment. I expect some periodic hyperbole in Drudge's headlines (it's part of the allure of the site for many), but this is pretty over the top.
The additional implications you describe are worse.

I didn't get that impression from the headline at all – It is talking about her violating privacy. It has nothing to do with any type of sexual innuendo or undertone.
