2. Tim Pawlenty

Measured in crowds, PAC dollars and poll numbers, midterm elections are showcases of popularity for potential presidential candidates. Pawlenty, the governor of Minnesota since 2003, has played down his 2012 aspirations, but the claims are classically unconvincing. This past year, Pawlenty’s actions said otherwise: The public saw Pawlenty’s increased outspokenness and conservatism — he has argued that health care reform might violate the 10th Amendment to the Constitution — and he joined the conservative speakers’ circuit and raised funds for his Freedom First PAC. But it’s not all his fault. Other potential Republican candidates look weaker leaving 2009 than they did entering it. Mike Huckabee’s pardons came back to haunt him, Mitt Romney has a similar problem with his health care record, and while Gov. Haley Barbour (R-Miss.) had a good year, he isn’t viewed as a strong crossover candidate. The coming year will be one long audition as Republicans ask whether Pawlenty could credibly run for president.
