InsideDefense has a good story about a bureaucratic change pushed by Defense Secretary Robert Gates to resolve a recurrent problem between his department and Foggy Bottom. In a memo called “Shared Responsibility, Pooled Resources,” Gates is proposing to revamp how the U.S. trains foreign partner militaries (“section 1206,” legally speaking) and how the Pentagon handles security and stability operations (“section 1207″).
Unfortunately the piece is behind InsideDefense’s subscriber firewall, but here’s the gist:
Pentagon programs executed under both sections have had “some notable successes over the past several years,” Gates writes. However, the authorities granted DOD under sections 1206 and 1207 have “stirred debate over [U.S. government] roles and missions,” regarding security and stability operations, specifically between DOD and the State Department, he adds.
In order to “transcend these recurrent debates” on how such authorities should be divvied up between DOD and State, Gates’ SRPR plan calls for the creation of three “pooled funding mechanisms” focused on three areas: security capacity building, stabilization and conflict prevention, the memo states.
To some degree, this is Gates saying, “You guys at State want this so bad? Great! Here’s your share. Now help us implement it.” To another degree, it underscores how Gates and Secretary of State Hillary Rodham Clinton really do want to rebalance the civilian and military aspects of national security. I’m curious to see how they react to this.

The Empire has gone about dispensing the American Dream, the concept of might makes right, but draped in more expectable to the public sweet phrases the Empire is the standard bearer, the crusaders of a modern era, the champions fighting just wars, of morally justifiable violence, confronting the Muslim Problem The worlds greatest evil of this era, representing the imperfections of man, beyond the limits of reason standing in the way of the divinely anointed historic mission of the American-Israeli Empire, using misrepresentative arguments to justify, its undermining of international law with a cavalier breaching of all conventions and established norms , setting up a new system of international laws, for certain states and class of individuals [Terrorist], the Empire is the law and the law is the Empire.

But the Wheel of Fate, fortune, and nature have turned, the cleverly crafted, nuanced speeches are falling on deafened ears, of those nations and peoples who are no longer willing to stand silently by as the cost in lives, treasure, and hope of peace are crushed on a daily basis day, after day, week after week, month after month, year after year, decade after decade now flowing into the [21st] Century, in an endless orgy of Empire violence, oppression, and the exploitation across the globe upon the Community of Nations by the true evil that exist The American-Israeli Empire. Within the [18] eighteen month time frame which was not really set in stone, but just a figure of speech, but the bet was waged and all bets are now closed, the bet was on [18] Black to Win, the roulette wheel of destiny is spinning and the ball of fortune is now in play, and fate will have its sway.
