It hasn't always been this way - in fact, it appears in October, ISAF went to a "one report covering multi-events, including casualties" format. Here's an example of what NATO would do before that:
http://www.nato.int/isaf/docu/pressreleases/200...

:Two International Security Assistance Force (ISAF) service members died after they were shot by an individual wearing an ANP uniform. Other ISAF service members were also wounded in the incident that occurred Oct 2 in Wardak province.

The incident is under investigation by ISAF and the Afghan Ministry of Interior.

“I express our sincere condolences to the families of the dedicated security forces personnel killed and harmed in this attack,” said Zemarai Bashary, spokesman for the Ministry of Interior. “However tragic, this event will not hamper the close partnership and combined security efforts of ISAF and ANP forces.”

ISAF authorities confirmed the two ISAF casualties separately Saturday."

Why the change? Only ISAF knows for sure...
