Still Stalling on Unemployment Insurance Extension

It’s Groundhog Day in the Senate.

After voting 85-2 yesterday to proceed to legislation extending unemployment benefits at least 14 weeks nationwide, the Senate remains stalled Tuesday over a second procedural vote required to move to final passage.

Delaying the bill are (1) Republican leaders insisting on consideration of unrelated amendments, and (2) Senate rules requiring two cloture votes to move to final passage of a bill originating in the House when Senate Democrats want to swap it out for a substitute proposal, as was the case here.

So yesterday’s cloture vote was on the Senate substitute bill, with a second needed to move to the (amended) House bill. That’s a long way of saying that the final vote will  come Thursday at the earliest, unless party leaders can reach an agreement beforehand.

Neither side, though, appears ready to budge.

Senate Majority Leader Harry Reid (D-Nev.) told reporters in the Capitol today that GOP leaders are stalling intentionally in order to prevent other Democratic priorities from reaching the floor.

“Even today they’re still stalling before we can pass this bill finally,” Reid said. “Perhaps Senate Republicans don’t think it matters to stall and delay, but it matters to the unemployed worker who so desperately needs this money.”

Democratic leaders first asked Republicans for their consent to pass the bill unanimously on Oct. 8. GOP leaders, however, refused that and subsequent requests, citing first the absence of a cost estimate, then the reluctance of Democrats to consider amendments on ACORN and illegal immigrants, and finally the Democrats’ refusal to vote on three other GOP amendments, including a provision to end the Wall Street bailout and another to fund the unemployment benefit extension with unspent stimulus funds.

Senate Minority Leader Mitch McConnell (R-Ky.) told reporters today that if Reid wants to pass the unemployment benefits quickly, he simply needs to agree to votes on those three provisions. Otherwise, McConnell said he has every intention of dragging the process out as long as he can.

“We could have passed this unemployment insurance bill last Thursday,” McConnell said.

I offered a consent agreement which would have given us a handful of amendments upon which we were prepared to take short time agreements, but the majority leader didn’t want to have to vote on more amendments.

So my view is, he doesn’t get to pick our amendments. What we were offering was totally reasonable. And he didn’t want to have — he didn’t want to have the votes.

Technically, the second cloture vote could come as early as 11:40 p.m. tonight, though that vote will likely be pushed to Wednesday morning. Afterward, without an agreement, Democrats would have to wait another 30 hours before staging the final vote, which will likely come Thursday afternoon.

The next stop would be the House, which passed a different unemployment bill in September. House Majority Leader Steny Hoyer (D-Md.) said Tuesday that chamber leaders will take up the Senate bill as soon as it arrives from the upper chamber.

“Why they had to wait a week to get the vote is beyond me,” Hoyer told reporters. “Having said that, we will consider the UI when it comes over.”

WTF are these people thinking. This is a perfect example of their complete ignorance. I hope someday I come across one of them drowning. I'll have to take thirty hours or so deciding what I think the right thing to do is! I lost my benefits 6 weeks ago. This could have been extended by now but by the time it is and I begin to receive $ I'll probably be homeless and my landlord is not the person to blame.

Someone please answer this for me. All the news outlets I have read up until now stated that the final vote would be on Wednesday. Now they're saying Thursday. Does anyone know when for sure they will be a final vote? I am tired of these so-called outlets for information regurgitating inaccurate information.

I agree and I am so sorry to hear how long you've been without any benefits. THe government had promised TWO MONTHS ago to pass this.
With winter coming, this is no time to be looking for a cardboard box to live in, on the side of the street somewhere.

I cannot understand why THIS particular issue is the one to drag feet on and tack on all their odd ball stuff. Notice they didnt hesitate to pass their own bill making sure THEIR paychecks will come in for another year.

I've written letters until my fingers are sore, to senators and representatives….and now I'm starting on news outlets. SOMEBODY needs to hold these people's feet to the fire until they get off their arses and pass this extension before 1/3 of the country starves to death.

And the fun continues. These goobs. I've lost all confidence in the system. When the law can be abused just on a precedent, it is frustrating. The GOP knows they will not win at this so why continue to drag on to the limits. My guess now is this'll finally clear senate by the end of this week, not get out of the house until after their break the 11-13th, which Means Obama maybe signing before Thanksgiving? -> Early to Mid December for the extension to kick in.

I am an independent that tends to slide more to the right. If the GOP decides to keep stalling on this, you better believe this sick display will stick in my memory come election time, as well as many others. Some people are becoming homeless, hungry, and hopeless in America every day. Meanwhile the GOP is stalling for political points. Disgusting! I have a long memory republicans. This one will stand out for what you really stand for…

As for the other side.. Where is Obama on this? This should be his number one priority along side Afghanistan. He should be up on every news network and the internet slamming the republicans. I guess he is too busy doing fundraisers..

You're right — and rightly indignant — that the timeline has been misrepresented (including here). The confusion came because it wasn't clear, when Democrats filed for cloture last week, that they actually filed two sequential cloture motions — one on the underlying House bill and one on the Senate substitute. The result has been that the final vote has been pushed an additional day — though all of this could change at any moment if party leaders reach an agreement on amendments.

Everyone also needs to remember that this bill is a very temporry fix. Things are not getting any better in terms of jobs, so most of us will still be unemployed and exhausting benefits in early 2010. This bill does nothing to address that. It only addresses those whose benefits exhaust in 2009. As it stands now, no new extensions can begin in 2010. If your benefits exhaust say on January 3, 2010, you are done for. There was a bill (number 1647) that was introduced that does address this by changing all 2009 dates to 2010, but that is not a part of this bill (number 3548). If you are contacting your congressperson, be sure to tell them to go ahead and allow the extensions through 2010 or otherwise will be back in this same mess in less than two months.

Mitch McConnell may think we will all forget these games they are playing, but he is wrong. The Republicans have been stalling on every bill, but to play games with the unemployment extension is unconscionable. This could have been passed in early October.

My extension ran out at the end of August, so I haven't had anything since the first week of September. I hope you keep that long memory, Ben.

It might not do any good, but call Mitch McConnell's office, again, and complain.

At this point all my bills are overdue as is my rent. Even WHEN this passes, MAYBE Thursday, it will be a month, or more, to get any kind of aid and then it will be too late. I'll never catch up on bills etc. So, with that said, at this point I say the hell with Republican pigs in the Senate. GIVE THEM NOTHING. Give them no amendments or agreements on anything and just proceed as best we can in the Senate on the issues they are stonewalling. But give them nothing. The Repuboscum say if Dems want something they have the votes, do it. I agree. Self-fulfilling prophecy. Why bother trying to work with them. They are unspeakable filth. Never give them anything again.

This is very serious. I am a mother of two school age sons and have 100% disabled husband. My income has supported us for the last 15+ years; and now I have been unemployed for over a year. And I look for work everyday and There Is NO Jobs to be found! I am actually probaly annoying the companies around my area; constantly checking on my {Dusty} resume. And the SOBs seriously want our votes??? When they care so little about us? I really do not understand our country and what we are thinking? “Help Us!!!” Stop hurting us—we are not looking for a hand out but just a Hand in this economy. Where is our Stimulas? “DON'T TREAD ON ME!!!” Thanks for listening! It is good to know that I am not alone, even if we are all on a fast Sinking ship!

I have never witnessed such a blatant disregard for real Americans as I am witnessing with this bill. If I were any where near D.C. I would be storming McConnell and Kyles door. Watching these two on C-SPAN shows how much disdain they have for suffering Americans. I know there is a rally planned for Friday at the Capitol. I wish it were sooner.
I wish the people of Arizona (Kyle) and Kentucky (McConnell) would demand that these clowns stop playing games. You know they are both millionaires and could care less about this. I wish a server in a restaurant would accidentally spill hot coffee on both of these inconsiderate @#$%.

before john edwards got “caught up” in his sexual weakness, he lamented daily about america being “two separate nations”…one for the rich, and another for the poor. at my best i earned $37,000 a year(midwest dollars), and i had to budget every dime. now i'm on unemployment, and i have to budget every penny. it's life in the slow zone.

Hi everyone, well if we keep posting here and not taking any action we will have the results of the effort we put out. Nothing from nothing leaves nothing. I went to my polling place with my sign but was not able to get any media coverage but I did get to talk to some people who were totally unaware of what is going on with the UI extension…not what i wanted but I thank those people who spoke with me.

There are many people like the blogger Conservative895, people who are cold and callous and think your dispair is amusing, they are in the Senate. I know it is hard to ignore him because his views are so disrespectful and demeaning that you feel the need to defend yourself, I know a couple of days ago he/she did the same thing to me and I sunk to his level if not below. He can teach us how to handle people like him. I encourage each of you to copy all of his comments, he has days of them and write a summary of how you feel about the attitude this Kyl and McConnell supporter and then tart emailing than to news and radio stations. Send these views over and over to media outlets, let the media know how the Republican or whatever he is part feels. Let their supporters be our voices.

Even if they pass this bill right now we must let the Senate know that they will be held accountable for their actions.

“SINCE THE INCEPTION OF H.R.. 3548” I have followed it on the web via C span, the Washingpost and the senate and house sites! I have the time as I am one of the 15 million Americans that can’t find a job after 45 years of getting up and go to work day after day, and I enjoyed it! I have applied for 500 plus jobs to no avail with up to 30 other candidates. At 62 years old its hard to hide your age! I have a college degree in business and worked as a staff level manager in manufacturing for 45 years without a void in employment untill last year. I was forced to collect unemployment to eat and keep a roof over our heads, lost my savings in the market, and my health because I couldn’t afford the premiums. I paid cash for my house and today I received my tax bill, and I have nothing left to pay that with ! If the bill was passed I could scrap by and maybe survive?
Forget your “us and you” on this issue as it’s burring thousands of Americans everyday and stay on task and pass H.R. 3548 and shelve the amendment for a new day your just playing games now at the cost of Americans being able to get by and feed their fmilies at best. If you had the shoe on the other foot this behavior wouldn’t be taking place if your wife and kids were hungry and you were being foreclosed on

My heart and prayers go out to you and your family. Thank you for your many years of hard work; of course part of that hard work was invested into the unemployment compensation program. Therefore it is your right (entitlement-not a bad word word when you work for it) to receive benefits during an economic downturn.
Fortunately the Senate (for a second time just voted 97-1) voted for cloture on this bill. According to theory (you know politicians) they have to vote within 30 hours on this bill. What tricks do the Republicans have up their sleeve? Probably not to many at this time; however, they showed their colors in this last month. The Democrats could have been more forceful but that is another story. That is why I am registered independent, I think both sides are incompetent. Re-elect Nobody!
I digress. We are hurting out here. I agree with karen 1965 and will not stoop to 895's level. I know its' game. Thank you rwtillema for listing your contact info on your post. Of course 985 would not have the guts to contact you because then you would have its contact info (caller I.D.). If you were to be contacted by it, please do me a favor. I know, I know… I said ignore Conservative8whatever, but it amazes me that I can log on here make a comment log off and come back hours later and it seems he is on here all day making negative comments all day. Now a day or two ago I was angry and commented that he was probably a oral receptical for mcConnell and Kyl but that was in anger. Now that I really think about it on line all day, constantly egging people who are clearly in distress. Well he amuses me because I know that he really believes what he says and he probably has wanted to have a forum to spew his rhetoric all his life and here he is. This kind of person of course would wet his pants if you confronted him face to face. You know the people they report on all the time the cyber bullies who sit in their living room feeling like king of the internet because someone knows they are living.

I have always laughed at these kinds of people, you know the boss who wants to call me the N word but knows after I whip his ass I will sue the company.

So this blog is his 15 minutes of fame, lets keep him occupied we are probably saving his spouse from domestic violence, because he actually wants to be with men note the love he expresses for mcConnell and Kyl, their appearance and demeanor, ummm. Let us pray he does not have little children who cannot defend themselves.

His opinions are clearly a reflection of how unhappy he is, he takes absolute joy in our despair. But it will be ok, People like him wind up old and alone with cancer or AIDS or some other event will happen that will make the people who could have felt sorry for him say “WELL HE DIED LIKE HE LIVED”

I remember people like these negative trolls from the CB Radio days, but we could find them its call a witch hunt. if enough people click on the report link maybe there IP address can be blocked but if we ignore their comments they will go away. It is astonishing how long it has taken them to reach a final cloture vote. But some can still change their minds between now and the final vote if they dont change their vote I hope the house passes it swiftly.

to rwtillema, if you are the real poster, and not a sick loser putting someone's personal info on display, a house paid for can be leveraged to cover tax bills or other; like a small personal loan, etc., but Never Never do those payday loan quick cash crap, it's evil 200 to 500 percent in tiny print; other solid idea is reverse mortgage; but first and foremost, get referred professional advice.

Welfare??? Do you even know what unemployment is? It is for the people that work and are NOT standing in welfare lines. Which I have NEVER done. I take care of my own. You on the other hand; MOST be on welfare since you have soooo much free time to sit around and Watch this comment tread and make fun of scaried americans. And if you ARE at work doing this Hateful act—I Really hope your boss catches you and sees what a loser he has working for him and Fires your ass!
