		<description>State sealed their fate when they took to lowest (by a magnitude of about 50%) priced offer.   State should unseal the BW and TC bids for this work as a comparison.  State also broke their own criteria of doing business with a supplier who did not have active operations in the Stan.  &lt;br&gt;No doubt AGNA mismanaged their side of the equation but that would never remove the responsibility that State has for the security of the embassy.  You can outsource the work but never the responsibility.</description>
