		<description>A useful tidbit in this article would have been some indication of how many credit card users have faced such arbitrary rate hikes.  Is this truly a general problem, or an unsubstantiated attack on an easy target, the big credit card companies, based on a few scattered disgruntled customers?  The linked articles provide only anecdotal instances, with the only hard number being a BoA claim (in the link &quot;raising rates and fees&quot;) that less than 1% of customers are getting raised minimum payment requirements.&lt;br&gt;&lt;br&gt;I don&#039;t truly doubt the general nature of the problem, but more evidence is always good.</description>
