That is why torture techniques spread like wild fire from Bagram to Gitmo to Abu Ghraib to platoon level soldiers in the field. But it all does seem to have arisen from the CIA's decision to hire snake oil salesmen Mitchell and Jensen then freeze the FBI out of the interrogations.
