The 2004 CIA Inspector General Report on Torture
Monday, August 24, 2009 at 3:15 pm
Classified for years — and still heavily redacted — here is former CIA Inspector General John Helgerson’s 2004 report into the CIA’s Bush-era interrogations operations. The ACLU sued to obtain the controversial report, which was so charged within the agency that former CIA Director Michael Hayden clashed with Helgerson over the inspector general’s independence and investigative authority.

Wow. This settles it. Bush and Cheney should be given medals for defending the country. How lame and empty the liberals seem today. (I suspect even they are glad the good guys were in charge from 2001 to 2009. Thanks GW.

These documents certainly do not support Cheney's claims that EITs such as water-boarding were essential to obtaining actionable intelligence. They give no indication at all about how the various useful insights and bits of information were actually obtained from KSM and other detainees who were interrogated, and state that they only trusted what he said in cases where it could be independently corroborated. Most what he told them had to to with earlier plots and not with impending attacks anyway. Any even if some bits of useful information were in fact obtained while he was being tortured, the documents do not prove that the same information could not have been obtained by civilized methods of interrogation.

I do not know what report the the previous commentor read but clearly missed the whole section on effectiveness starting at para 211. Obviously he got bog down in the legal food fight. In this section, the IG stated that the quality of current actionable intel went up after the use of waterboarding para 222, 223, 224 from the three key individual. Somehow he fails to conclude it was from the use of that technique. Likewise since many more terrorist were captured from the actionable intel then we will never know if these were imminent threats or plots that could have been executed. I caution readers to keep everything in perspective as this was a program conducted several years and thousands of hours of interrogations. The IG has a duty to find irregulaties, which he did, but considering the scope and manhours and size of the program there will always be exceptions. What this shows is a very conserted effort to identify and apply techniques to gain information from hardened terrorist while under careful scutiny by medical personnel, legal personel, trainers and operator and senior management. I just wish this program had been in effect and could have stopped a terrorist arsonist that took the lives of both my parents in the Philipines in 1984. VP Cheney and Pres Bush are vindicated and no other families had to go through what I have experienced and those of 9/11. Thank you for making the right tough decisions. For all those field officers and CIA personnel that tirelessly work to keep our citizens safe, thank you.
