Are the two terms "foreign terrorists" and detainees now synonymous, regardless of due process? “what their country asked…”

I don't recall the country asking the CIA to torture detainees. And, when Mr. Panetta refers to “the Agency’s past detention and interrogation of foreign terrorists…” is he commenting on detainees that have been released due to their not being guilty of anything? Are the two terms “foreign terrorists” and detainees now synonymous, regardless of due process?
