That the situation of 12 million undocumented immigrants needs to be addressed is without question. My hope is that CIR will also address the plight of 140,000 "legally here" E2 families ,who despite employing 1 million American workers have no pathway towards a green card (LPR).
Sadly, and perhaps because they are trackable little interest is ever given to them, they are trapped within the rigid framework of their constantly having to be renewed E2 visa which in the case of their children evaporates upon reaching 21 years of age.
Shabby treatment indeed, hopefully the too may get a fair shake when CIR becomes reality.

"Permission to reside in the United States of America can only be granted by the Citizens of the United States of America."

"Citizens of other nations do not have a right to reside in or immigrate to the United States of America without the express permission of the Citizens of the United States of America."

I don't think our forefathers received permission from the American-Indians to reside here? Rather the Indians were killed.

Just relax, the USA is a great nation and we will be fine with immigrants coming in. It is our strength.

I for one, am sick and tired of these ILLEGAL ALIENS snubbing their nose at our immigration laws and the many other laws of this Country. If our Federal Government can not ENFORCE our immigration laws, and get these ILLEGAL ALIENS out of this Country, then let the States do it! One way or another, an end has to come to this illegal immigration, and not with AMNESTY! Amnesty will only encourage more ILLEGAL ALIENS to invade our Country and reward those who broke our laws and raped the American taxpayer in many ways...depressing our wages, taking our jobs, overwhelming our schools with their ILLEGAL ALIEN children, driving without a license or car insurance, all the crime from stolen identities to rape, drugs and everything else.

It's time for ZERO TOLERENCE with these ILLEGAL ALIENS. It's time for them get out of this Country and back in their own Country where they belong. When we get rid of the ILLEGAL ALIENS, we will get rid of all the problems that go with them. THAT IS A FACT!

Immigration Law must be aggressively enforced just like other laws designed to protect the citizens of this country. As illegal aliens have treated American immigration like Humpty Dumpty, the current immigration policy cannot be "reformed" but should be re-built from the ground up based upon:

IMMIGRATION CORE TENANTS

1.	The United States of America is owned and operated by the Citizens of the United States of America.
2.	All decisions made by the representatives of the Citizens of the United States of America are for the exclusive benefit of the Citizens of the United States of America.
3.	Only Citizens of the United States of America have a “right” to live in the United States of America.
4.	Permission to reside in the United States of America can only be granted by the Citizens of the United States of America.
5.	Citizens of other nations do not have a right to reside in or immigrate to the United States of America without the express permission of the Citizens of the United States of America.
6.	Representatives of the Citizens of the United States of America may grant permission to foreign citizens to reside in or immigrate to the United States of America but only if this benefits the Citizens of the United States of America.
7.	There will be no requirement to grant any visas and no minimum or maximum immigration quotas.
8.	Every year an evaluation will be done to determine next year’s permissible immigration levels based on the following criteria (objective and quantitatively measurable):
•	There will be no negative impact on the environment of the United States of America
•	There will be no negative impact on the employment opportunities for Citizens of United States of America
•	There will be no negative impact on the health or well-being of the Citizens of the United States of America
•	There will be no negative impact on public services provided to the Citizens of the United States of America
9.	The Citizens of the United States of America desire fellow citizens that will be self sufficient, will assimilate and adopt the language and culture of the United States of America. Candidates for available immigration slots will be evaluated for selection based on the following criteria:
•	No history of violation of the laws of the United States of America or any other country. There is no justification for importing law breakers.
•	Possesses a skill that is not available or in short supply within the current job force. Until citizenship is achieved, visa holders will pay a federal income tax surcharge. Employers must pay prevailing wage and will be assessed a Federal surcharge for each visa holder. These surcharges will be utilized to educate and train Citizens of the United States of America to fill the shortages.
•	Does not possess a communicable disease.
•	Able to speak English.
•	Posts a bond that will finance all associated costs of re-patriation if the immigrant fails to adhere to the terms and conditions of immigration requirements. The bond will be refunded upon attainment of citizenship.
10.	The children of politicians, tourists, students, legal immigrants, illegal aliens and other foreign nationals who are born while within the borders of the United States are not entitled to citizenship.
11.	Relatives and friends of potential immigrants are not entitled to immigrate but must be evaluated on their own merits outlined in point number 9.
12.	There will be no laws enacted that compel a re-patriated foreign national to leave family members in the United States. Any such laws currently in force will be rescinded to preclude families being “torn apart.”
