		<description>We want a sincere, national tv apology from pelosi to the CIA!  We do not want to hear about a program that was not finished or used!  What is the matter with those people who signed that letter?  Pelosi, stand up like an adult and apologize for your lie rather than having a phony, unused program thrown up to hide you!</description>

		<description>Congressional staffers, many of whom are not bound by any Oath of Office or personal, punishable  non-disclosure agreement,  are notorious for leaking classified information on on-going covert Intel community and military operations that have killed American citizens or allowed enemy police state apparats to ‘arrange’ for their citizens to be killed as demicide. Others in Congress have leaked material for cynical political motives without regard for reckless endangerment of others.  &lt;br&gt;&lt;br&gt;That having been said, the question arises about how do you bring checks and balances to ‘rogue’ individuals within an Intel cult that spit on the Constitution using the surveillance toys available to them?  The highly sophisticated devices like satellite image monitoring of individuals (it can look through you bedroom window), GPS tracking, and insertable AV bugs are all fine as long as they are used on known or potential enemies of the American citizens and Constitution OUTSIDE the jurisdiction of the Constitution.  &lt;br&gt;&lt;br&gt;Even experimenting with these devices within the constitutional jurisdiction without a contractual consent of the individual (an open source contract would be the minimum) can be a severe violation of the Bill of Right’s  First, Fourth, Fifth, Ninth, Thirteenth Amendments and the Civil Rights Act. If there is a contractual consent for the experimentation, then it reverts back to within the Constitutional frame work of protections and then requires only the normal compensations for work done under a non disclosure condition.  If some bureaucrat within the Agency decides to arbitrarily nullify the consenting contract for his own reasons, then he has spit on the Constitution in a manner that gives ‘aid and comfort’ to its totalitarian enemies.  That is very close to the definition of treason and should be dealt with in that context.  The question for the Congress’s oversight members is how to allow for the protection of the constitution (and themselves in its context) while insuring that harmed citizens of experimentation by the Agency is brought into a form of silent, undisclosed justice through retroactive compensation.  IE: make the mistakes right in a context of a 10 year or 20 year non-discloser. &lt;br&gt;It then becomes a matter of internal Agency control of the natural tendency of people, especially when normally hidden from checks and balances by their peers and the Congress, to try and be omnipotent through “control freak” technologies.  There is also the question of whether the politicians themselves need to control a primeval desire for control of others and whether they would prevent the use of surveillance technologies for political benefit such as is happening in many countries.  Further, there are many who insist Intel information be released so it can be used for their personal economic gain and that certainly won’t apply to the Constitution’s ‘general welfare’ covenant.  But it is the ‘Justice’ covenant that needs to prevail in this Intel matter before the Congress.</description>
