		<description>I saw the rebar sticking up out of many buildings in my years in Africa.  Many people described it this way:  the person had enough money to build the ground floor, but no more.  But he hoped, or expected, to save up more money in the future.  So the rebar was installed with the intention that the next floor up would be built a few years later with the future prosperity.</description>
