No offense to the writer here, but "he" doesn't allow anything. Y'know I'm really frustrated by folks who seem to blame Obama for everything his government does. There are things I didn't blame Bush for in his government, but there were some things that did involve the executive branch that I did in fact blame him for. Government is a machine, and the Presidency is only one section of that entire machine.

[...] Obama May Face Tough Questions in Egypt About U.S. Immigration Law When President Obama travels to Egypt this week, he’s likely to confront some difficult questions about U.S. immigration law — specifically, why does it allow a man acquitted of charges that he supported terrorism to be tried again on essentially the same claims in immigration court? That’s what happened to Youssef Megahed, a 23-year-old Egyptian-born engineering student from Tampa, Fla., writes Joel Millman in The Wall Street Journal.
