		<description>The problem with this bill is that it still allows credit card companies to raise the interest rate as they see fit.  This is the main problem of the financial problems of the people right now.&lt;br&gt;&lt;br&gt;If it is possible please explain why they charge anywhere between 19.9% and 40% when the prime rate is around 4%.  This is outragious for consumers because we are at their mercy and as we all know they have none.&lt;br&gt;&lt;br&gt;If anything the interest rate that they charge should be reduced to no more than 6% over prime and no late or overlimit fees attached.  &lt;br&gt;&lt;br&gt;Here is a case of legalized lone sharking, for which I am still looking for the bill or rider attached to a bill that made this leagle.</description>
