I read the report on Waxman's website. It says the company won several contracts as a small business and the SBA affirmed the awards upon review. It does seem to say that, should Blackwater's Independent Contractors actually be employees, then they would no longer be a small business. But they looked at that issue and seemed to rule in Blackwater's favor…..so what's the big deal?
