		<description>This is hardly unprecedented. They are called Ghost Towns. The really crazy part of it is that we just haven&#039;t had any for 60 years or so. That&#039;s all it is. Flint is trying to manage what was, until very recently, unthinkable in our lifetime. Yeay for them!&lt;br&gt;&lt;br&gt;I remember some thoughts of this kind of thing in regards to New Orleans after Katrina. They were rumours that it might make sense to contract the city to a more manageable size and to a more protectable area from floods. It was decided to abandon that idea.</description>

		<description>it may be unprecedented, but it is an option that some cities should seriously consider.  It goes against our &#039;growth at all costs&#039; mindset, but there are definite advantages to shrinking cities.  Rezone the remaining lands for higher density residential and you can rebuild a population with lower operating costs (water/sewer/stormwater, road maintenance, etc.).  You have new parks and greenspace for the residents.</description>
