		<description>If now we investigate anyone because they might commit a crime, what is the next step?&lt;br&gt;&lt;br&gt;We could punish in advance.  If you get advance punishment you could get credits to use if you do step over the line.  &lt;br&gt;&lt;br&gt;Maybe we need to pass a law that says any agency that investigates civilians for criminal activity must first investigate and clear itself.  Then because this unwarranted investigation is a crime they would have to put themselves in jail before they could investigate the public.</description>
