…since these are vehicles that will be replacing older elements of the federal fleet that would have been replaced in any case, a new focus on replacing those older rigs with more fuel-efficient vehicles rather than newer models of those rigs that are being replaced (which is the usual case) actually does represent an actual decrease in emissions…

As for the numbers not seeming to work out, feds – buying in bulk, as it were – get the sorts of deals that you or I could never hope to get from a dealership. They don't usually have all the options that you might see on the showroom floor, but even for that loss-leader car the dealers always feature in their ads, we're talking better deals in the range of thousands of dollars…

OK, 17600 new cars.

2500 of them will be hybrid.(2500@$30k=$75 million)

That leaves $210 million to buy 15,100 cars@$13,907 per car.

$13,907 per car?

I see a lot of feds driving around in GM/Segway Obamamobiles in our future
