		<description>In the case of a sliding scale, how will fuel economy be calculated for old cars?  I have a 1995 Grand Marquis, and while it got 25 mpg highway when new, its tired engine with 218,000 miles on it prob gets no better than 15 mpg these days.  But how would I prove that?</description>
