Every Taliban faction is convinced that time and cause are on their side. In the time past, foreign nations have not done anything they could brag about, on the other hand the Taliban boast about peace and security when they were in power. They are also taunting the raids that are taking place of Afghan houses by foreign forces, a culturally taboo occurrence. And the Taliban grass-root network tell the people that they are fighting to kick the invading infidel force from their holly land, that resonates will with fundamentalist Afghans. Therefore, one can deduct that the Taliban will not negotiate unless they are calling all the shots.
