From the fourth graph of the story: “While the Obama White House has come out squarely in support of clean-syringe programs, it opposes the broader reference to harm reduction on the grounds of the term’s ambiguity.” My apologies if my reference to syringes in lieu of needles was confusing to readers.

From the U.S. Statement by Chargé Geoffrey Pyatt:

Most importantly, I want to make clear that the United States supports needle exchange programs as part of a comprehensive strategy to reduce the transmission of HIV/AIDS and other blood-borne diseases.

This statement sounds like the US 100% supported needle exchange, but opposed other harm reduction principles. While that isn't ideal, your article makes it sound as though the US opposed even needle exchange, which, unless I'm confused, is a pretty big mistake in the reporting.

What about Hep C? Yes, HIV transmission is bad and needle exchange prevents it. But, Hep C is much easier to transmit through needle use. This point should buttress the argument for harm reduction.
