		<description>Car #2 is obviously in very bad shape or driven poorly if it burns almost twice as much fuel per mile.  Doing burnouts at every start?  Going 90 MPH?  This eats more road.&lt;br&gt;&lt;br&gt;Lawn mower man- thats a stretch, he&#039;s getting artifically cheap fuel because he&#039;s using road fuels distribution network, not special lawnmower fuel.  I suppose he could be treated the same was as boats and tractors are now for taxes.&lt;br&gt;&lt;br&gt;And yes there is a beneficial side effect of encouraging conservation of a limited resource.  No problem there.  Does this mean that it doesn&#039;t pay for road maintenance?  Of course not.&lt;br&gt;&lt;br&gt;We really should be taxing gas the same way we tax other purchases, as a percentage of the purchase price rather than a fixed fee per gallon.  This mitigates the loss of purchasing power because of inflation.&lt;br&gt;&lt;br&gt;Whats the problem that we&#039;re supposedly trying to rectify?&lt;br&gt;&lt;br&gt;I&#039;d like to see an in depth story on who&#039;s really behind this push to replace the gas tax.</description>
