And that doesn’t happen to be the case in other states as well? Eisenhower’s BC was issued to him 62 years after his birth, based solely on the statement of his mother where he was (allegedly) born.

Actually, even Hawaiian government does not accept that 'short form' document as sufficient evidence without further verification.
