“As Ronald Reagan used to say,” Burnham added, ” ‘trust but verify.’

But, as it turned out, Reagan was as big a crook as any other member of the conservative's Culture of Corruption. His administration was knee deep in Iran-Contra, Savings & Loan, etc., even to the point where Articles of Impeachment were being drawn up against him. Sadly, the issue was later dropped, and accountability (Reagan's alleged "verify") was ultimately denied.

And, obviously, GWB's entire time in office was a testament to "Trust, and we don't have to verify".
