Why not utilize retired folks who would love to have something to do and who have the expertise to visit a work site that they have had decades of hands on experience and report any items they ascertain to be shoddy or wasteful.they may work for just expenses.NO TRAINING NEEDED unless it's how to look the other way.of course they would have to have some form of protection,a bono fide title with the authority to report findings.just walking around will make a crook nervous.<br> James

Well written and timely as usual Daphne. Now how about addressing the question of whether all of this government interference in the economy is going to be effective or should be undertaken at all..

With the significant no. of highly educated people being laid off every day it should be relatively easier to train and hire good supervisers of these projects. The protection of whistle blower and facilitation of their reporting task is essential for safegarding tax payers money and ensuring that these expensive programs are successful! It should be a high priority for the Obama government

It seems that KB and previous governmental contractors need investigation similtaniously, it does no good to say the costs committed by past examples unless proof of correcting a past mistake takes place. I find it irronic of one political party which supported "thieve" contractors during the Bush Administration having so far gotten away with such abuses. I believe the first action needed is to put those companies on trial for abuse of thier contracts. Today the Republican party is more watchdog is needed but havent addressed the abuse committed by the previous administration. Without this occuring, no example is being show to the american people, so lets investigate and prosecute Cheneys as contractor abuse first and formost and contractors such who have already committed such abuse and let it be an example of "contractor beware".
