		<description>The only reason Louisiana did better for the GOP in 2008 than 2004 was because of Katrina.  When a couple hundred thousand Democrats get flooded out of their homes and are taken to Houston or whatever...&lt;br&gt;&lt;br&gt;Anyway, I remember in 2005 at the time this was all happening, GOP functionaries chuckling about how this was a big win for the GOP throwing Louisiana permanently into the GOP column, and sending these votes to Texas which has a huge GOP margin.</description>
