		<description>If we can strengthen FISA and make it work, why cannot we create a DOPOC court?  That would be a &quot;defense department prisoner oversight court&quot;.  They would be charged with signing off on DODs actions with regard to prisoners.  They could review after the fact battle field actions, and policies.  They could review detainees records.  They could make sure the Army Field Manual and Geneva are complied with.  And, they could create policy to be signed by the President as to how and where detainees are to be held.</description>
