I would be inclined to view this as basically a resource issue rather than a move toward unilateralism per se.&lt;br&gt;&lt;br&gt;I would add that it seems a bit rich to me to characterize the US focus on Iraq rather than Afghanistan as &quot;a patient, persistent, good faith effort was made in Bush&#039;s second term to win as an alliance.&quot;&lt;br&gt;&lt;br&gt;But what do I know.
