		<description>I agree with you, the banks should winterize and clean out and maintain the properties in&lt;br&gt;the condition required by local,county,and state and federal laws, This would be in the best interest of&lt;br&gt;American taxpayers who have bailed them out.&lt;br&gt;Maintaining these  properties would help prevent neighboring properties from having thier property values&lt;br&gt;decline creating a larger problem for everyone and prolonging this housing decline.&lt;br&gt;&lt;br&gt;The lack of financial regulation caused the problem and now they the banks are to arrogant to address the problem that they created (Financing is thier industry and reason for being)</description>
